Tentative Parcel Map No. 91-01, hereinafter "Map"
submitted by Douglas Keyes applicant, Poway Land Company owner, for
the purpose of subdividing the real property in the City
of Poway, County of San Diego, State of Cal into three
parcels, regularly came before the City Council for public hearing
and action on June 18, 1991; and
the Director of Planning has ~ed
approval of the map subject to all conditions set forth in the
Planning Services Department report; and
the City Council has read and considered said report,
the previously certified Final Environmental Impact report for the
Seniors village Project and has considered other evidence presented
at the public hearing.
NOW, the City Council does hereby resolve as
follows:
Section 1: ~al Findin 3:
The City Council fi ds that the project is with the
Final Environment~ Impact Report (SCH ) which was
certified by the C y Council on June 26, 1990. The findings,
statement of overri ng considerations and text of Resolution
90-136 shall be incorporated herein by reference.
Section 2: :
The proposed project will be consistent with the existing
general plan and there is a reasonable probability that
the project will be consistent with the proposed general
plan.
The tentative parcel ma will be consistent with the
applicable general pla~ in that the three parcels
proposed are y 1 rger than the one acre
minimum lot size require in t e RS-1 Zone. The update
for the Comprehensive Plan for he City of Poway is being
prepared with full knowledge o the project.

appropriate mitigati and monitoring provisions
for eventual development of the property.
The site is physically suitable for the density of the
development proposed; in that the three parcels of 4.7,
5.8, and 5.6 gross acre parcels exceed all General Plan,
and Zoning Code requirements of the RS-1 zoning
classification.
The design of he subdivision is not likely to cause
substantial damage and avoidable injury to
humans and wil life or their habitat in that the City
Council has cer ified an Environmental Impact Rep rt and
adopted a statement f overriding consider tions or the
eventual developmen of the project. T e mit gation
and monitor ng provisions of the E R (con itions
of approval) assure hat any impacts assoc ated w th the
proposed development will be mitigated.
The tentative parcel map is not likely to cause serious
public health problems because City water and sewer
systems will be provided to the new parcels. Low flow
lumbin fixtures will be required throughout future
ildin s on the site. Landscaping plans will eventually
e pre ared with minimal water consumption and
ncorpo ating low volume irrigation techniques for trees
and shrubs.
The design of the tentative parcel map will not conflict
with any easement acquired by the public at large, now of
record, for access through or use of the property within
the proposed
The environmental impacts associated with this tentative
map have been fully discussed in the previously certified
Environmental Impact Report for the Seniors Village
project.
The effect of TPM 91-01 approval on the housing needs of
the San Diego region has been considered and balanced
against the public service needs of Poway residents and

The design of the subdivision has provided, to the extent
feasible, for future passive or natural heating or
cooling opportunities in the subdivision.
The City Council hereby approves Tentative Parcel Map 91-01
subject to the following conditions:

A soils report shall be prepared by a qualified engineer
licensed by the State of California to perform such work at
first submittal of a grading plan.
A geological report shall be prepared by a qualified engineer
or geologist and submitted at the time of application for
grading plan check if required by the City Engineer.
The final grading plan shall be subject to review and approval
by the Planning and Engineering Services Departments and shall
be completed prior to of building permit.
A pre-blast survey of surrounding property shall be conducted
to the satisfaction of the City Engineer prior to any rock
blasting. Seismic recordings shall be taken for all blasting
and blasting shall occur only at locations and levels approved
by the City Engineer.

paving with a 60 foot right-of-way.
The public water system in Metate Lane shall be replaced or
supplemented on site to satisfy domestic and fire flow
requirements. On-site water system improvements may be
deferred to development of the parcels or subsequent mapping
as determined appropriate by the City Engineer.
The tentative map approval shall expire on June 18, 1993. An
application for time extension must be 90 days prior
to expiration in accordance with the City's Subdivision
Ordinance.
