P- 91- 59 A OF THE CITY COUNCIL OF THE CITY OF POWAY, APPROVING TEMPORARY USE PERMIT 91-47 Temporary Use Permit 91-47, submitted by the Poway Days Committee, applicant, requests approval of the Poway Days events to be held at various locations throughout the City. NOW, the City Council does hereby resolve as follows: Section 1: : to the p of the City of Poway, imp N the California talQuality Act, the above-referenced project is categorically exempt, Class 4e, in that the Poway Days events are temporary in nature and have negligible or no permanent effects on the t. Secti : That the proposed use is in accordance with the purposes and standards of Section 17.26.020 of the Zoning Ordinance. The event committee shall designate an on-site location for police, fire, and p units out of the main activity areas and sufficient access for vehicles at all times. Ail music activities shall be t ~ on or before 12:30 a.m. on the day following the event, and at no time shall the noise level exceed the permissible decibel (dB) level for the area's zoning designation. The event committee shall have personnel designated at all times and at specified locations to provide liaison with representatives of the City's Fire and Sheriff's Departments. The applicant shall obtain an bond indemnifying the City from possible liability in an amount not less than $1 million for events which utilize City property. Approval of this activity shall not excuse compliance with all other sections of the Zoning Ordinance and all other applicable City ordinances presently in effect. 10. The event sites shall be left free of debris, litter, or any other evidence of the temporary use upon completion of the use. The following conditions shall be applicable to the Rodeo Bar-B-Que to be held at the Poway valley Riders' arena: Poway Day's tion One chemical restroom per 200 visitors expected shall be provided. A copy of the Alcoholic Beverage Control license for "Beer Sale Only" shall be provided no later than September 24, 1991. Resolution No. P- 91-59 Page 4 A copy of the agreement with the adjacent property owner(s) for parking rights shall be provided no later than September 24, 1991. The shall be to the Poway Days' Parade to be'held on September 21, 1991 and beginning at Pomerado and Poway Roads, and ending at the intersection of Poway and Bowron Roads: The westbound lanes of Poway Road shall be kept open for emergency vehicles. Street intersections along the parade route will be kept clear of sp for emergency traffic. The Chamber of C sponsor of the parade, shall place all y barricades and cones along the parade and detour routes. The following conditions shall apply to the Poway Day's fireworks display to be on September 21, 1991 from Lot 100 in South Poway: Extra security shall be provided for crowd control purposes and to maintain a "clear zone" where no spectators of authorized persons will be allowed around the firing site . The applicants shall obtain erm ssion of the adjacent property owner for parking rigb s i and a copy of that agreement shall be provi ed o the Planning Department no later than Septem er 9, 1991. The area shall be kept free of debris, litter, or any other evidence of the temporary use upon completion of the use. The following conditions shall apply to the Poway Days' Rodeo and dance to be held on October 4, 5, and 6 at the Poway valley Riders' Association arena: One chemical restroom per 200 visitors expected shall be provided. A temporary "NO - ZONE" shall be established on the west side of Tierra Bonita Road from Donart Drive north to Poway valley Road, to provide a wider pedestrian walking ar a into and out of the PVRA grounds, and to ensure su ficient access for emergency vehicles -- fire, paramedic, an law enforcement. The rodeo committee shall designate an on-site location for police, fire, and paramedic units out of the main activity areas and adjacent to the south vehicle gate of the PVRA property. e 10. 11. 12. 13.
