P- 91-61 A OF THE CITY COUNCIL OF THE CITY OF POWAY, APPROVING TRACT MAP 88-16TE ASSESSOR'S PARCEL NUMBER 317-520-05, 06 Tentative Tract Map 88-16TE, hereinafter "Map" submitted by Jeffry Carrol, applicant, and Chia-Sheng Hou, own r, for the purpose of suk the real in he City of Poway, County of San D~ego, State of California, descri d as a portion of th north half of the northwest quarter of e southwest quarter o Section 14, Township 14 South, Range 2 Wes San Bernardino into six lots, regularly came before t e City Council for pu lic hearing and action on September 24, 1991; and the Director of Planning has ~ed approval of the map subject to all conditions set forth in the Planing Services Department report; and the City Council has read and considered said report and previously adopted a Negative Declaration with mitigation based on an initial study, and has considered other evidence presented at the public hearing. NOW, the City Council does hereby resolve as follows: Section 1: : The City Council finds that the previously issued Declaration adequately discusses the tal related to this project. Negative Section 2: Fin : The proposed project will be consistent with the existing general plan and there is a reasonable probability that the project will be consistent with the proposed general plan. The t tative tract map is t with all applicable genera and specific plans, in that it fulfills object yes of the Housing Element of the General Plan by provid ng residential lots on a site designated for residential use by the Land Use Element of the General Plan. The design or improvement of the tentative tract map is consistent with all applicable general and specific plans, in that the lot sizes and configuration meet the standards of the RR-C and RS-3 zones under provisions of No. P-91-61 Page 2 Poway Municipal Code Section 17 averaging. which allows lot This site is ~ suitable for the type of development proposed in that it has an average slope of less than 15 percent and will be graded in accordance with City of Poway standards to accommodate the residential uses proposed. This site is physically suitable for the density of the development proposed, in that the lots meet the slope criteria of the RR-C zone. The design of the subdivision is not likely to cause substantial tal damage and avoidable injury to humans and wildlife or their habitat. The tentative tract map is not likely to cause serious health problems because City water and sewer service will be provided to all lots. Design of the tentative tract map will not conflict with any easement required by the public at large now of record for access through or use of the property within the proposed subd 9. The tentative map time extension meets the criteria listed in Resolution The City Council hereby approves Tentative Tract Map a copy of which is on file in the Planning Department subject to the following conditions: within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and 2.
