APPROVING TEMPORARY USE PERMIT 91-12
S PARCEL NUMBER 320-031-01
Temporary Use Permit 91-12, submitted by the City of
Poway, applicant, for the purpose of establishing a materials
handling yard on the real property located on Lots 50 - 53 of the
Poway Corporate Center in the South Poway Planned Community (SPPC)
zone; and
the City Council has read and considered said report
and has considered other evidence presented at the public hearing.
NOW, the City Council does hereby resolve as
follows:
Section 1: i Fin :
The rev ously certified Subsequent tal Impact
Repor (S IR) of July 26, 1988, and the previously certified
EIR 19 5 for the South Poway Planned y have been
cons ere and found to be adequate for this temporary use
perm in that the use is conditioned to conform to the
adop ed South Poway Planned Community.
Section 2: FindJ :
The proposed project will be consistent with the existing
general plan and there is a reasonable probability that
the project will be consistent with the proposed general
plan.
That the locat on, size, design, and oper ting
characteristics o the proposed use will be coma ible
with and will no adversely affect or be mat r ally
tal to a Jacent uses, residents, bui d ngs,
structures, or natural , in that the si e is a
temporary se located in an area that has been mass
graded an is currently in the early stages of
developmen The proposed site will be completely
screened w th a view-obscuring fence from surrounding
properties.
That th harmony in scale, bulk, coverage, and density is
compati le with adjacent uses, in that no structures are
propos and this temporary use will be compatible with
the a acent developing industrial properties. The
instal tion of a view-obscuring fence along the
perime er of the site will provide screening from
surrounding properties.

That there are available public facilities, and
utilities for the proposed materials handling yard.
Th t there will not be a harmful effect upon desirable
ne ghborhood haracteristics, in that the proposed
ma erials hand ing yard is located on a previously graded
si e. The si e is somewhat isolated from surrounding
properties in hat it is elevated eight to ten feet above
surrounding properties and will be screened from view.
That the generation of traffic will not adversely impact
surrounding streets and/or the City's Circulation
Element, in that the proposed facility will generate an
incremental increase in traffic which will be much les
than the eventual light industrial development for the
site.
That the site is suitable for the type and intensity of
the use proposed, in that the site has been previously
graded and no permanent structures will be established on
the lot.

That there will not be significant harmful effects upon
tal quality and natural in that the
site as it exists today has been cleared and graded
during previous development.
That there are no other negative impacts of the
proposed use that cannot be mitigated, in that the
materials yard will be screened by perimeter view-
obscuring fencing.
That proposed use will not adversely affect the City of
oway General plan for future as well as present
evelopment, in that the General Plan and the South Poway
pecific Plan designates the subject property for light
ndustrial land use which allows 9 t facilities
with an approved use permit.
Section 3: (
lcil Decision:
The City Council hereby approves Temporary Use Permit 91-12
subject to the following conditions:
The project site shall be enclosed by six foot high view-
~ fencing prior to the site being utilized for
the materials yard.
Dust generating materials shall be sprinkled with water
prior to handling to limit the level of dust emanating
from the use.

The applicant shall install an asphalt driveway with curb
cut.
The applicant shall install a sign on the property
identifying it as the temporary site of the City of Poway
Materials Handling Yard.
If cold mix road asphalt is handled at the site, the
storage area for this mix shall be lined with an asphalt
floor.
