P-91-77 A OF THE CITY COUNCIL OF T E CITY OF POWAY, MINOR REVIEW 91-59 ASSE SOR'S PARCEL NUMBER 321-271-28 Minor Review 91-59, Don Patch, applicant and William and Elaine Bailey, owners, request approval to construct a 4,300 square foot two story single-family residence located on the property located at 14551 Millards Road in the RR-A zone; and on November 12, 1991, the City Council held a hearing on the above item NOW, the City Council does hereby resolve as follows: Section 1: Findin : This project is exempt from tal Category 3 of the CEQA Guidelines as it is the a new single-family Review under of Section 2: Find : The proposed project will be consistent with the existing general plan and there is a le probability that the project will be t with the proposed general plan. That the proposed development encourages the orderly and h appearance of structures and property within the Cit,, in that all surrounding properties are under the sam zoning designation as the subject lot and are to be deve oped as single-family residences similar to the propose project. 10. Per Section 17.08.180 of the Poway Zoning Ordinance, the driveway must be constructed of six inch portland concrete where the slope is 15 percent or greater. Future grading of the hillside portions of the subject lot shall be prohibited unless approved by City council. Low flow plumbing fixtures are required in all new construction. Per Ordinance No. 336, no new water service shall be issued unless a tion offset is provided, or it can be demonstrated that no net in water use will occur.
