Minor Review 91-59, Don Patch, applicant
and William and Elaine Bailey, owners, request approval to
construct a 4,300 square foot two story single-family residence
located on the property located at 14551 Millards Road in the RR-A
zone; and
on November 12, 1991, the City Council held a hearing
on the above item
NOW, the City Council does hereby resolve as
follows:

Per Section 17.08.180 of the Poway Zoning Ordinance, the
driveway must be constructed of six inch portland concrete
where the slope is 15 percent or greater.
Future grading of the hillside portions of the subject lot
shall be prohibited unless approved by City council.
Low flow plumbing fixtures are required in all new
construction.
Per Ordinance No. 336, no new water service shall be issued
unless a tion offset is provided, or it can be
demonstrated that no net in water use will occur.
Self-generating water softeners are prohibited in accordance
with Chapter 13.04 of the Municipal Code.

A grading plan for the development of the property shall be
submitted to the City's Engineering Services Department for
review and approval rior to issuance of a grading permit and
start of grading ope ation. Rough grading of the site must be
completed and shal meet the City's Engineering
inspector's approva prior to of a building permit.
A right-of-way permit shall be obtained from the City's
Engineering Department for any work to be done within
the public street right-of-way or any City-held easement.
Said work shall include, but is not to be limited to,
construction of driveway approach, sewer lateral installation,
water service line installation, street construction
(including concrete curb, gutter, and sidewalk). Permit shall
be obtained prior to start of work.
The private road adjacent to and/or within the property
commonly referred to as Mill rds Road, shall be improved to
City of Poway's Non-Dedica ed Rural Road Standards per
Ordinance No. 280. Its comple ion thereof shall be done prior
to issuance of building's Cer ificate of Occupancy.

Leach field layout or seepage pit layout for the residence
sewage disposal system shall be submitted to the City's
Engineering Department for review and approval by the
City Engineer prior to obtaining a septic system installation
permit from the County of San Diego Department of Health. If
