P- 92-08 A OF THE CITY COUNCIL OF THE CITY OF POWAY, APPROVING DEVELOPMENT REVIEW 91-32 ASSESSOR'S PARCEL NUMBER 317-130-28 (Portion) WHEREAS, Development Review 91-32 submitted by Michael Grant, Grant/Sapp Construction, applicant, requests approval for the construction of a retail 1 center located on Parcels 2 and 3 of Tentative Parcel Map 90-04 at the southeast corner of Hilleary Place and Community Road in the CC (Commercial Community) zone; and on February 4, 1992, the City Council held a hearing on the above-referenced item. NOW, the City Council does hereby resolve as follows: Section 1: Environ : The City Council finds that the potential tal impacts of this project were adequately d in the previously issued Negative Declaration. Section 2: Find~ : That the proposed development is in conformance with the City of Poway General Plan in that the Community 1 (CC) land use permits retail uses. That the proposed development will not have an adverse aesthetic, health, safety, or architecturally related impact upon adjoining properties, because it adheres to the style of the Old poway District. That the proposed development is in compliance with the Zoning Ordinance in that all property development standards of the CC zone have been met. That the proposed development encourages the orderly and harmonious appearance of structures and property within the City through its consistency with the General Plan and the Old Poway Historic District. The LOA shall provide for reservation of 11 EDU's. A use requiring greater than normal plumbing fixtures may require the purchase of additional sewer EDU's. Developer shall construct a public light system along Hilleary Place and Community Road conforming to City of Poway standards at no cost to the public, subject to the following: Cut-off luminaries shall be installed which will provide true 90 degree cutoff and prevent projection of light above the horizontal from the lowest point of the lamp or light emitting refractor or device.
