P- 9Z-16 A OF THE CITY COUNCIL OF THE CITY OF POWAY, CA APPROVING CONDITIONAL USE PERMIT 92-02 PARCEL NUMBER Conditional Use Permit 92-02 submitted by Palomar Pomerado Health System, applicant, requests approval to locate a Sexual Assault Response Team (SART) facility within a building in the OS (Open Space) zone at 15615 Pomerado Road; and on April 21, 1992, the City advertised public hearing to solicit pro and con, relative to this application. Council held a duly from the public, both NOW, the City Council does hereby resolve as follows: This project is categorically exempt under the p of CEQA (Class 1), in that the project involves installation of new equipment and facilities in an existing small building. 1. The proposed project is consistent with the existing General Plan. That the locat on, size, design, and o er ting characteristics o the proposed use will be co pa ible with and will no adversely affect or be ma er ally detrimental to a jacent uses, residents, bu ld ng , stru tures, or natural in that the use o t e modu ar building for the SART program will e comp ementary to the existing hospital program and t e bull lng is located well within the hospital groun s where it will not impact adjacent uses. That the harmony in scale, bulk, coverage, and density is consistent with adjacent uses in that the modular building is very small in scale compared to adjacent development. That there are available public facilities, services, and utilities in that the public facilities needed for this use are already in place. That there will not be a harmful effect upon desirable neighborhood characteristics in that the proposed use is complementary to existing medical uses on adjacent properties.
