P-92-20 A OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA VARIANCE 92-04 AND MINOR REVIEW 92-10 , PARCEL NUMBER 32~ 92-04 and MDRA 92-10, Eckert Home Builders Inc., applicant, and Larry and Donna Porter, owners, request approval to add 1367 square feet of additional living area and a 1219 square foot garage to an existing single-family residence located on the property at 14548 Crestline Drive in the RR-A zone; and on May 5, 1992, the City Council held a hearing on the above referenced item. NOW, the City Council does hereby resolve as This project is exempt from Environmental Review under Class 5 and 1 of the CEQA Guidelines as it is a minor alteration in land use limitations and the construction of an addition to an existing single-family residence. Variance 92-04 The ro osed project is consistent with the existin gene al lan in that it proposes an expansion to existin resi ent al development on a site which is designated fo use and the has been sited to avoi alteration to the natural landform. That there ar special circumstances applicable to the property, and ecause of this, the strict app of the Zoning Ordnance deprives the property of privileges enjoyed by o her properties in the vicinity under identical zoning classification.
