P-92-28 A OF THE CITY COUNCIL OF THE CITY OF POWAY, APPROVING TENTATIVE PARCEL MAP 91-02 PARCEL NUMBER ' 71 Tentative Parcel Map 91-02, hereinafter "Map", by City of Poway, applicant, and Bank of San Diego, Tr., owner, for the urpose of subdividing the real property situated in the City of P~ ay, at the southwest corner of Pomerado Road and Camino del Nor e into two lots, regularly came before the City Council for pub ic hearing and action on June 9, 1992; and the Director of Planning Services has 3ed approval of the Map subject to all conditions set forth in the Planning Department report; and NOW, the City Council does hereby resolve as follows: Section 1: Environmental Fin, : The City Council finds that Tentative Parcel not have a significant adverse impact on the hereby issues a Negative Declaration. Map 91-02 will t and Section 2: f s: The proposed project will be consistent with the existing General Plan. The tm tative parcel map is consistent with all applic le general and specific plans, because the propose lots meet the standards of the RS-4 zone and the map wil enable the City to provide a large landscaped open space area at a major intersection which the General Plan identifies as a focal point to be enhanced. The site is physically suitable for the type of development proposed; in that the property is gently sloping and has access from existing streets. The entative parcel map is not likely to cause serious publ c health problems, because City water and sewer serv ce will be provided to the new parcels. Low flow lum in will be required throughout future uil in s on the site. Landscaping plans will eventually e pre ared with minimal water consumption and ncorpo ating low volume irrigation techniques for trees and shrubs. The design of the tentative parcel map will not conflict with any acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. The grading plan shall contain a certificate signed by a re stered civil engineer that the grading plan has preserved a . nimum of 100 square feet of solar access for each dwelling un and/or for each future building site within the su ivision. A soils report shall be prepared by a qualified engineer licensed by the State of California to perform such work at first submittal of grading plan. The final grading plan shall be subject to review and approval by the Planning and Engineering Departments and shall be completed prior to of a grading permit. A pre-blast survey of surrounding property shall be conducted to the satisfaction of the City Engineer prior to any rock blasting. Seismic recordings shall be taken for all blasting and blasting shall occur only at locations and levels approved by the City Engineer. Resolution No. P-92-28 Page 4 STREETS AND SIDEWALKS All damaged public works facilities, including parkway trees, shall be repair~ed or replaced prior to exoneration of bonds and improvements, to the satisfaction of the Department of Engineering Prior to any work bein performed in the public right-of-way, a right-of-way permit hall be obtained from the Engineering Services Department an appropriate fees paid, in addition to any other permits requ red. The developer shall pay the Traffic Mitigation Fee at the established rate prior to of a building permit.
