P- 92-45 A F H CI C UNCI OF IT' 0 P W Y, APPR N D VE OPE T R IE 92- 2 ASSESSOR'S C L UM ER 17- O- 6, 0 , AND 08 WHEREAS, Development Review 92-12, submitted by San Diego Gas a d Electric, applicant, requests approval to construct a 69/12 KV electrical su station on Lots 29, 30 and 31 of Parkway Business Centre on 1.39 acres of a 2.5 acre site located south of Stowe Drive, north of Blaisdell Place, just east of rosthwaite Circle in the South Poway Business Park; and WHEREAS, on September 22, 1992, the City Council held a hearing on the above-referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: The City Council inds that the potential tal impacts of this project are set orth in the tal initial study and adopts a Negative Declarat on with Mitigation Measures. Background information is provided in the 1 85 EIR and the 1988 Subsequent EIR for the South Poway Planned Community {SPPC). The installation of the two 80 foot high cable poles at he northeast and southeast f the site are necessary to prov de drop-off points from the existing 69 KV t line which runs along the easterly property line of the site. That the proposed development is in compliance with all applicable South Poway Development Standards and the South Poway Planned Community Development Plan. That the proposed development encourages the orderly and h appearance of and property within the City through its consistency with the SPPC requirements. The City Council hereby approves Development Review 92-12 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Resolution No. P- 92-45 Page 2 SHALL CONTACT THE DEPARTMENT OF PLANNZNG SERVICES REGARDING COMPLIANCE WZTH THE FOLLOWING CONDZTZONS: Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Oepartment prior to issuance of building permits. Approval of this request shall not waive compliance with all sections of the Zoning Development Code and all other applicable City Ordinance in effect at the time of building permit issuance. *4. The substation will be upgraded in the future, as directed by the Public Utilities C to address new technology and safety standards for electrical substations. All roof appurtenances, including air conditioners, shall be architecturally integrated, shielded from view and sound buffered from adjacent properties and streets as required by the Planning Services Department. Prior to any use of the project site or business activity being commenced thereof, all conditions of approval contained herein shall be completed to the satisfaction of the Director of P)anning Services. 7. Building permits are required for walls that exceed six feet in height. 8. The substation is to be addressed off Stowe Drive. The control house block wall construction detailing shall match the screen wall. 10. The block wall shall include pilasters located on 40 foot minimum spacing. The block wall detailing to be the same material and detailing on the engineer and landscape plans. 11. The applicant shall comply with the latest adopted Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code, Uniform Fire Code, and all other applicable codes and ordinances in effect at the time of building permit 12. For a new industri 1 development, the a plicant shall pay development fees at the establishe rate. Such fees m y include, but not be limited to: School Fees, Perm t and Plan Checking ees, Water and Sewer Service Fees. These fees shall e paid prior to bui ding permit 13. This approval shall become null and void if building permits are not issued for this project within two years from the date of this project approval. LANDS ]. o 5. SIGNS ]. Resolution No. P-92-45 Page 3 A detailed landscape and irrigation plan shall be submitted to and approved by the Planning Services Department prior to the issuance of building permits. The landscaping outside of the substation walls shall be low water use groundcover, hardscape, shrubs and trees to the satisfaction of the City Landscape Architect. Reclaimed water to be used for landscaping irrigation once available from one of the three water service connections along the property frontage. Extend the landscaping on the west side to eliminate the picnic area. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. Any signs proposed for this development shall be designed and approved in conformance with the Sign Ordinance. Address number shall be included in sign copy. Parking lot lights shall be low pressure sodium and have a maximum height of 18 feet from the finished grade of the parking surface and be directed away from all property lines, adjacent streets and residences. A soils report shall be prepared by a qualified engineer licensed by the State of California to perform such work at first submittal of grading/ private improvement plan; The grading/private improvement plan prepared on standard size sheets at 20 scale by a registered civil engineer shall be subject to review and approval by the Planning Services and Engineering Services Departments and shall be completed prior to issuance of a grading permit. 4. All new slopes shall be a minimum of 2:1 (horizontal to vertical). 5. A final compaction report shall be submitted and approved prior to issuance of building permits. Resolution No. P-92-45 Page 4 Site grading shall be certified by the project civil engineer prior to issuance of building permits. Buildings and parking lots shall be at least five feet from tops and toes of slopes. Grading shall be compatible with the existing grades for TM 87-13 Unit I. e OI 1. Remove the 20 percent driveway onto Blaisdell Place at the west end of the site. All parking lot structural sections shall be submitted to and approved by the City Engineer. Pavement sections shall conform to the minimum required by the Poway Municipal Code Section 12.20.080. Private improvements that include, but are not limited to: idewalks XX riveways heel chair ramps XX urb and gutter XX ross gutter lley gutter treet paving arking Lot Paving shall be constructed prior to the occupancy of the units to the satisfaction of the Director of Engineering Services. All damaged off-site public works facilities, including parkway trees, shall be repaired or replaced prior to exoneration of bonds and imp to the satisfaction of the Department of Engineering Services. Prior to any work being performed in the public right-of-way, an encroachment permit shall be obtained from the Engineering Services Department and appropriate fees paid, in addition to any other permits required. Driveways shall have a minimum width of 20 feet and shall be designed as an alley apron with ten foot minimum radius per SDRSD G-17. Where driveways are adjacent to sidewalks, pedestrian ramps shall be required. TROL A drainage system c pable of handling and disposing of all surface water originating within t e property, and all surface waters that may flow onto the property from ad acent lands, shall be required. Said drainage system shall include any ea ements and structures as required by the Director of Engineering Services to properly handle the drainage. Concentrated flows in excess of 4 cfs across driveways and/or sidewalks shall require approval by the City Engineer. On-site drainage shall connect to the existing stubs unless otherwise approved by the City Engineer. Resolution No. P-92-45 Page 5 1. Utilities within the project .shall be installed above ground and underground, as shown on building and site plans submitted to the City. 2. UtilitY easements shall be provided to the specification of the serving utility companies and the Director of Engineering Services. The developer shall be responsible for the relocation and undergrounding of existing public utilities as required. Water, sewer, and fire protection systems plans shall be designed and constructed to meet requirements of the City of Poway and the County of San Diego Department of Health. Existing telephone, gas, electric, and all other public utilities and appurtenances shall be shown on the grading/private improvement plans. Prior to occupancy, the water system serving the project shall be installed to the satisfaction of the City Engineer. APPLICANT SHALL CONTACT THE DEPARTMENT OF SAFETY SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: e Provide Fire Department access at west gate from Stowe Drive. No outdoor storage of material shall occur on-site unless required by the Fire Marshal. In such instance, a storage plan will be submitted for approval by the Fire. All p of the Subdivision Ordinance of the Poway Municipal Code shall be met as they relate to the division of land. 3. Prior to occupancy, all dedications shall be made and easements granted as required above. Any substantial changes to the site plan must be approve by the Director of Planning Services and the City Engineer and may require approval of the City Council. Applicant shall process a property merger for Parcels 2g, 30, and 31 through the Engineering Servi.ces Department prior to issuance of a building permit.
