WHEREAS, Conditional Use Permit P74-18M(2) and Minor Development Review 92-
39 submitted by the Palomar Pomerado Hospital District, applicant, requests
approval for the construction of a 1,945 square foot addition which will house
an Angiography Unit to be attached to the main hospital building located at 15615
Pomerado Road in the OS Open Space zone; and
WHEREAS, on November 10, 1992, the City Council held a duly advertised
public hearing to solicit comments from the public, both pro and con, relative
to this application.
NOW, THEREFORE, the City Council of the City of Poway does hereby resolve
as follows:
This project is categorically exempt from tal review under Class
I of the CEQA Guidelines, in that the project is a minor addition to an
existing facility.
That the location, size, design, and operating characteri tics of
th proposed use will be compatible with the will not aversely
af ect or be materiall detrimental to adjacent uses, res dences,
bu ldings, structures, r atural in that the Ang ography
un t will be an attache a dition to the existing hospital building
an as such will matc he hospital architecture. It will be
located in an area that s presently not utilized, but has been
graded and landscaped.
T'at the harmony in scale, bulk, coverage, and density is consistent
w th adjacent uses, in that the new addition is a single story
s ructure with a footprint which does not extend beyond the
d of the original graded pad for the hospital complex.
That there are available public facilities, services and utilities,
in that the site contains an existing operating hospital facility
served by City water and sewer.
That there will not be a harmful effect upon desirable neighborhood
characteristics, in that the Angiography unit is considered a minor
addition in scale and scope of operation.

That the generation of traffic will not adversely impact the
surrounding str et and/or the City's Circulation Element, in that
there is adequa e on site parking for patients and hospital staff,
and traffic mit gation fees will be paid to offset expected impacts
on public stree s.
That the site is suitable for the type and intensity of use or
develo ment which is proposed, in that the hospital campus
antici ates changes in technology and improvement in diagnostic
servic s which may be added over time and provides adequate room for
expans on.
That there will not be significant harmful effects upon
tal quality and natural in that the procedures
for handling and disposing of wastes are already in place as a
function of normal hospital operations. No natural habitat will be
utilized in the siting of this building. No native animals are
known to utilize this site.
That there are no other relevant negative impacts of the proposed
use that cannot be mitigated.
That the impacts, as described above, and the location of the
proposed use will not adversely affect the City of Poway General
Plan for future as well as present development, in that the proposed
use conforms with the City's General Plan.
That the proposed development is in conformance with the Poway
General Plan which provides for a hospital campus within the Public
Facilities Element and with the Public Facilities land use
designation for the site.
That the pro osed development will not have an adverse aesthetic,
health, safe y, or architecturally related impact upon adjoining
properties, n that the proposed addition will be architecturally
compatible w th adjacent buildings.
That the proposed development is in compliance with the Zoning
Ordinance, in that the project meets the applicable development
standards contained within the ordinance.
That the proposed development encourages the orderly and h
appearance or structures and property within the City because it
will blend with the adjacent development.
mcil Decision:
The City Council hereby approves County Major Use Permit P74-18M(2) and
Minor Development Review 92-39 subject to the following conditions:

Within 30 days of approval, (1) the applicant shall submit in
writing that all conditions of approval have been read and
understood; and (2} the property owner shall execute a Covenant on
Real Property.

All conditions of approval established for Major Use Permit P74-18
shall apply.
APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING COMPLIANCE
WITH THE FOLLOWING CONDITIONS:

Site shall be developed in accordance with the approved site plans on file
in the Planning Services Department and the conditions contained herein.
Approval of this request shall not waive compliance with all sections of
the Zoning Development Code and all other applicable City ordinances in
effect at the time of building permit issuance.

The applicant shall comply with the latest adopted Uniform Building Code,
Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code,
Uniform Fire Code, and all other applicable codes and ordinances in effect
at the time of building permit '

School impact fees shall be paid at the established rate prior to issuance
of building permit.
5. No outdoor storage of equipment shall be permitted.
A landscape and irrigation plan for all created slopes surrounding the
addition shall be submitted to and approved by the Planning Services
Department prior to issuance of building permits.

Disabled access must be provided throughout the structure in compliance
with the Americans With Disabilities Act.
APPLICANT SHALL CONTACT THE ENGINEERING SERVICES DEPARTMENT REGARDING COMPLIANCE
WITH THE FOLLOWING CONDITIONS:
Payment of Traffic Mitigation Fee shall be made prior to building permit
APPLICANT SHALL CONTACT THE SAFETY SERVICES DEPARTMENT REGARDING COMPLIANCE WITH
THE FOLLOWING CONDITIONS:
Provide plans from the installing contractor to Safety Services for fire
sprinkler system and fire alarm system expansion into the new floor area.
GENERAL REQUIR£MENTS AMD APPROVALS:
This approval shall expire on November 10,
not issued by that date.
