P-93-09 A RE OLUTI N F T CITY COU IL OF T E CIT' PO Y, CALIFO IA APPROVI MINO VEL MENT REVI 93-03 ASSES R'S P ~ L ' MBER 272- ~-25 WHEREAS, Minor Development Review 93-03, submitted by John and Lily Bifone, applicants, request approval for construction of a 5400 square foot single-family home and 1125 square foot garage at 17982 Highlands Ranch Place in the RR-C zone and Hillside/Ridgeline area; and WHEREAS, on March 16, 1993, the City Council held a public hearing on the above-referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E tal This project is exempt from CEQA guidelines which includes tal review under Category 3 of the of single-family residences. The proposed roject is consistent with the General Plan in that it proposes a on -story single-family residence on a 2.9 acre site and the General P an designation is Rural Residential C which permits this type of ow density residential use. That the proposed development will not have an adverse aesthet c, health, safety, or architecturally related impact upon adjoin ng properties, in that the grading design, building placement, build ng materials, and elevations will be compatible with surround ng development. e That the proposed development is in compliance with the Zoning Ordinance, in that it complies with the setbacks, height limit, and all other property development standards of the RR-C zone. That the proposed development encourages the orderly and h appearance of structures a d property within the City, in that properties in the surroun ing subdivision are zoned for rural residential use and it can e assumed that they will eventually be developed with single-fami y residences similar to the proposed project. The City Council hereby approves Minor Development Review 93-03 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Resolution No. P-93-09 Page 2 CONPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. COHPLIANCE SHALL BE Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. All new and existing utilities shall be underground. Undergrounding shall be completed prior to certification of occupancy. 3. School impact fees shall be paid at the time of issuance of building permits. Water, sewer, and fire protection systems plans shall be designed and constructed to meet requirements of the City of Poway and the County of San Diego Health Department. 5. Future grading of the hillside portions of the subject lot shall be prohibited unless approved by the City Council. Grading is to be limited to the driveway alignment and pads for the residence and pool. This approval shall become null and void if building permits are not issued for this project within two years from the date of project approval. COHPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. APPROVED BY THE DEPARTHENT OF ENGINEERING SERVICES. COMPLIANCE SHALL BE A grading plan for the development of the property shall be submitted to the City's Engineering Services Department for review and approval rior to issuance of a grading permit and start of grading operation, ough grading of the site must be completed and shall meet the C ty's Engineering Services inspector's approval prior to issuance of a bui ding permit. A right-of-way permit shall be obtained from the City's Engineering Services Department for any work to be done within the public street right-of-way or any City-held easement. The following development fees shall be paid prior to issuance of a building permit. These fees are currently in effect, but are subject to change. Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering materials, per City of Poway Ordinance No. 64. Approved numbers or addresses shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property.
