CITY COUNC L Y, 89-05 TIM EXTENSION K 321-200- 4, 47 'HEREAS, Tentative Tract Map 89-05 Time E hereinafter "Map" submit ed by Famste Investment Company, Inc, applicant, for the purpose of subdiv ding the real property described as Parcels 1, 2, and 3 of Parcel Map 16871 n the City of Poway, came before the City Council for public hearing to reques a one-year time and WHEREAS, the Director of Planning Services has recommended approval of the map time subject to all ' ' set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report and has considered other evidence presented at the public hearing. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E tal Fin : The City Council finds that the previously issued Negative Declaration adequately discusses the 1 concerns of this project, but acknowledges the new federal requirement that additional clearances be obtained from the appropriate authority prior to grading of the subject property due to the presence of the coastal sage scrub plant located within the proposed limits of grading. NOTICE. This property is located in an area which is believed to contain coastal sage scrub, the habitat of the California gnat atcher which has been listed as a threatened species. The tentative tract map is with the updated General Plan in that single-family housing is proposed for development. o The design or improvement of the tract map is with all applicable general and specific plans, in that improvements adhere to the development standards of the City of Poway Zoning Ordinance and the Subdivision Ordinance. ° The site is physically suitable for the type of development proposed, in that the site is a flat knoll and can accommodate the number of lots proposed. The site will be developed in conformance with density criteria of the RR-C zone. o The design of the subdivision is not likely to cause subs antial 1 damage and injury to humans and wild ife or other hab tat, in that the site has been previously disturbe , t t major por ions are being dedicated as open space or e of habitat, and will be obtained from e authority prior to grading the property due to e presence of the coastal sage scrub plant community habitat for e California Gnatcatcher. Landscaping plans will eventuall'be prepared with minimal water consumption and incorporating low vo ume irrigation techniques for trees and shrubs. Graded slopes wil be limited and grading for each lot will be limited to no more han one-half acre excluding minimum size d ' The design of the tentative tract map will not conflict with any easement by the public at large, now of record, for access through or use of the property within the proposed subdivision. Secti ~ncil Decision: The City Council hereby approves Tentative Tract Map 89-05 Time Extension subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Approval of Tentative Tract Map 89-05 Time Extension is based on its conformance with the conditions in City Council Resolution No. P-91- 27. 3. This time shall expire on April 30, 1994.
