T iAT~ E PA cLM P 8 - 2 E(2) AS E OR' PAR EL N 'BER 21- 3 - 8 WHEREAS, Tentative Parcel Map g-12TE, hereinafter "Map" submitted by First Fidelity Thrift and Loan, owners, c B Engineering, applicants, for the purpose of subdividing the real property si uated in the City of Poway, County of San Diego, State of California, into our lots, regularly came before the City Council for public hearing and action on May 4, 1993; and WHEREAS, the Director of Planning Services has recon~ended approval of the map subject to all conditions set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report and has considered other evidence presented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Sec s: The City Council finds that the previousl issued Negative Declaration adequately discusses the kal c ncerns of this project, but acknowledges the new federal requirement hat additional clearances be obtained from the appropriate authority pr or to grading of the subject property due to the presence of the Coastal Sage Scrub plant community located within the proposed limits of grading. NOTICE. This property in located in an area which is believed to contain coastal sage scrub, the habitat of the California Gnat atcher which has been listed as a threatened species. The proposed project is consistent with the general plan and applicable specific plans. The design or improvements of the tentative parcel map is with all applicable general and specific plans in that the size and configuration of the four parcels meet the requirements of the RR-B4 zone. The site is physically suitable for the type of development proposed in that the property is to be developed in accordance with the City Resolution No. P-93-23 Page 2 of Poway standards for rural resid ntial parcel maps and the site is located within an area of predom antly residential development. Lots 1 and 2 will require the use o reduced grading techniques such as stem walls and multiple foun ations to limit the amount of landform alteration necessary to evelop the parcels with single- family homes. The site is physically suitable for the density of the development proposed; in that the two acre minimum parcels meet all General Plan, zoning, and slope criteria including that specified for the High Valley area. The desi n of the subdivision is not likely to cause substantial al damage and avoidable injury to humans and wildlife or their ha i at in that the majority of the site has been previously disturbe grading activities and the conditions of approval assure t a any impacts associated with the proposed develop ent will be mitigated. In addition, the developer is required to ob ain the necessary approvals from the Department of Fish and Wild ife prior to issuance of grading permits, clearing and grubbing perm ts, and improvement plans. The tentative parcel map is not likely to cause serious public health problems because City water and City-approved septic systems will be provided to the new parcels. The design of the tentative parcel ma will not conflict with any easement acquired by the public at lar e, now of record, for access through or use of the property within he proposed subdivision; and overhead utilities will be undergroun . The City Council hereby approves Tentative Parcel Map 8g-12TE(2) subject to the following conditions: Resolution No. P-93-23 Page 3 Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Approval of Parcel Map 89-12TE(2) is based on its conformance with the conditions contained in City Council Resolution P-90-33 and P-92-24. The tentative map approval shall expire on May 15, 1994. An application for time extension must be received 90 days prior to expiration in accordance with the City's Subdivision Ordinance.
