P-93-29 OF TH CITY COUN I TH CI "OF POW Y, CALIFOR I APPROVING MINO DE~ LOP LNT REVI W 93-21 HI L IDE/RIDGELINE AS ESSO 'S ARCEL NU BER 323-10 - 5 WHEREAS, Minor Development Review 93-21, Hillside/Ridgeline, John and Donna Lenhoff, applicants, request approval to construct 2,924 square foot two story, single-family residence at 14650 Twin Peaks Road; and WHEREAS, on May 25, 1993, the City Council held a duly advertised public hearing to solicit comments from the public both pro and con, relative to this application. NOW, THEREFORE, the City Council does hereby resolve as follows: This project is exempt from CEQA guidelines which includes residences. 1 review under Category 3 of the construction of new single-family NOTICE. This property is located in an area which is believed to contain coastal sage scrub, the habitat of the California gnat atcher which has been listed as a threatened species. Secti The proposed project is consistent with the General Plan in that the proposed use is single family residential and the General Plan designation is Rural Residential A. That the proposed developme t will not hav an adverse aesthetic, health, safety, or architec urally relate impact upon adjoining properties, in that the bui ding placemen , construction method, building materials, and e evations wil be compatible with surrounding properties. That the proposed development 1s in compliance with the Zoning Ordinance, in that it complies with all applicable property development standards of the RR-A zone. That the proposed development encourages the orderly and the h appearance of structures and property within the City, in that surrounding lots have been developed with single-family homes and that the proposed home is designed to fit into the hillside without additional grading. Resolution No. p-93-29 Page 2 section 3: Cit il The City Council hereby approves Minor Development Review 93-21 Hillside/Ridgeline subject to the following conditions: Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. SHALL BE SITE DEVELOPMENT The appropriate Building Department approval shall be received prior to initiation of construction. 2. All new and existing utilities shall be undergrounded. 3. School impact fees shall be paid prior to issuance of building permits. 4. Water, sewer, and fire p constructed to meet req systems plans shall be designed and of City of Poway. e This approval shall become null and void if building permits are not issued for this project within two years from the date of project approval. Prior to issuance of building permits, the applicant shall submit a landscape plan designed to prevent the spread of fire from adjacent brush and to the new The plan shall follow the guidelines found on Pages 24 through 30 of the City of Poway Landscape Standards (1988). COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES. The applicant shall pay a $500 inspection fee to the City's Engineering Services Department prior to building permit ' Such fee is to be used to pay for City Inspector's time in making necessary inspections of the project site that are required prior to issuance of said building permit and/or Certificate of Occupancy. A right-of-way permit shall be obtained from the City's Engineering Services Department for any work to be done within the public street right-of-way or any City-held easement. Said work shall include, but is ot to be limited to, construction of driveway approach, sewer lateral nstallation, water service line installation, street including concrete curb, gutter, and sidewalk}. Permit shall be obtained rior to start of work. The existing earthen sale in the northwest area of the property shall be improved to a D-75 concrete brow ditch. 4. The east side of the residence shall be setback a minimum of five feet from the existing cut slope. A residential fire sprinkler system is required for this dwelling. 7. A minimum 5,000 gallon water storage tank is required for the dwelling. A guardrail shall be installed along the western edge of the private driveway to the intersection of the common easement at the southwest corner of the property. An additional section of guardrail, approximately 20 feet in length, shall be installed on the south side of the common 10. The guardrail shall be constructed i~ accordance with San ,~ego regional standard drawings M-7 and M-8 or an equal system approve by the City Engineer. Pad and slope drainage shall be diverted at the portion of the private driveway to the north into the concrete drainage swale. P shall be made at the lower terminus of the private driveway to prevent drainage from flowing over the common easement road and discharging over the slope to the south. A barrier or gate shall be installed on the common easement east of the private driveway to prevent unauthorized access to the adjacent vacant properties.
