P- 93-48 A RESOL T OF THE I APPROVING T ASSESSOR'S A N OF T E CITY COUNC L OF PO AY, CALIFORN A TTVE T CT MAP 88-1TE(3) =L NUN ER 317-520-0 , 06 WHEREAS, Tentative Tract Map 88-16TE(3), herei after "Map" submitted b Bill Yen, ap licant, and Chia-Sheng Hou, owner, f r t e purpose of subdividin the real pro erty situated in the City of Poway, -un y of San Diego, State o California, escribed as aportion of the north ha o the northwest quarter o the southwes quarter of Section 14, Township 4 outh, Range 2 West, San Bernardino Meridian, into six lots, regularly came before the City Council for public hearing and action on October 5, 1993; and WHEREAS, the Director of Planning Services has recommended approval of the map subject to all conditions set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report and previously adopted a Negative Declaration with mitigation measures based on an initial study, and has considered other evidence presented at the public hearing. NOTICE. This property is located in an area which is believed to contain coastal sage scrub, the habitat of the California gnat atcher which has been listed as a threatened species. Existence of coas al sage scrub on our property may affect your ability to proceed wi h this proj ct. emoval of coastal sage scrub without authorization of he Departmen of ish and Wildlife is a violation of the U. S. Endangered Species ct. roof of such authorization will be required prior to issuance of gra ing permits, clearing and grubbing permits and improvement plan approvals. Section 2: : 1. The proposed project is consistent with the General Plan. The tentative tract map is consisten with all applicable gene al nd specific plans, in that it fulfils objectives of the Hous ng lement of the General Plan by provid ng residential lots on a s te esignated for residential use by he Land Use Element of he eneral Plan. Resolution No. P-93-48 Page 2 e The design or improvement of the tentative tract map is consist n with all applicable general and specific plans, in that the o sizes and configuration meet the standards of the RR-C and R - zones under p of Poway Municipal Code Section 17 which allows lot averaging. This site i physically suitable for the type of development proposed in t at it has an average slope of less than 15 percent and will be gra ed in accordance with City of Poway standards to accommodate he residential uses proposed. This site is physically suitable for the density of the development proposed, in that the lots meet the slope criteria of the RR-C zone. The.design of the subdivision is not likely to cause substantial Lal damage and avoidable injury to humans and wildlife or their habitat. The tract map is not likely to cause serious health problems because City water and sewer service will be provided to all lots. Design of the tentative tract map will not conflict with any easement required by the public at large now of record for access through or use of the property within the proposed subdivision. The City Council hereby approves Tentative Tract Map 88-16TE(3), a copy of which is on file in the Planning Services Department subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Approval of Tentative Tract Map 88-16TE(3) is based on its conformance with the conditions in City Council Resolution No. P-89- 111. The tentative map approval shall expire on September 12, lgg4. An application for time extension must be received 90 days prior to expiration in accordance with the City's Subdivision Ordinance.
