P-93-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 93-64 WHEREAS, Temporary Use Permit g3-64, submitted by McMillin Communities, applicant, requests approval of the Du the Link bicycle race and running event to be held on October 24, 1993. NOW, THEREFORE, the City Council does hereby resolve as follows: Se~ tal : Pursuant to the procedures of the City of Poway, implementing the California E tal Quality Act, the above-referenced project is categorically exempt, Class 4(e), in that the Du the Link bicycle race and running event is temporary in nature and will have negligible or no permanent effects on the t. Sectim That the proposed use is in accordance with the purposes and standards of Section 17.26.020 of the Poway Municipal Code. Sectim ision: The City Council hereby approves Temporary Use Permit 93-64 subject to the following conditions: The bike race shall be conducted as shown on the site plan on file in the Planning Services O 2. The applicant shall obtain a right-of-way permit from the Engineering Services Department prior to the event. 3. Advance closure and detour signage will be required. e This approval shall become null and void the evening of October 24, 1993. o The applicant shall obtain an bond indemnifying the City of Poway from possible liability in an amount not less than $1 million. Resolution No. P-93-49 Page 2 Any barricades which block access to structures or roadways shall be manned at all times by an adult capable of moving the obstruction for emergency vehicles. The applicant will provide any needed barricades and signs for traffic control. Pomerado Road is to remain accessible to emergency vehicle traffic. Temporary directional signs shall be located behind sidewalk areas and placed so that they do not interfere with visibility for vehicles. The signs shall not exceed two feet by four feet in dimension and shall be weighted down to ensure stability. Public streets, off-street parking sites, and areas within and adjoining the proposed area for the event shall be cleared of debris, and litter after the event. Temporary signage, barricades, cones, and any other evidence of the event shall be removed upon its completion. Any electrical work shall meet current code requirements. The event committee shall have traffic control personnel designated at all times and at specific locations to provide liaison with representatives of the City's Fire and Sheriff's Departments.
