WHEREAS, Minor Development Review 93-48, Hillside/Ridgeline, Jerry and
Michelle Taliaferro, applicants, request approval to construct 1,586 square foot
two story, single-family residence at 14510 Crestline Drive, in the RR-A zone;
and
WHEREAS, on October 26,1993, the City Council held a duly advertised public
hearing to solicit comments from the public both pro and con, relative to this
application.
NOW, THEREFORE, the City Council does hereby resolve as follows:

NOTICE. This property is located in an area which is known to contain
coastal sage scrub, the habitat of the Califor ia gnatcatcher which has
been listed as a threatened species. Remova of coastal sage scrub,
although authorized by the U.S. Fish and Wildli e Service does not per it
the "taking" of the gnatcatcher, nor does it al ow for disturb rice of he
site in excess of that which is es ential for the of he
home, fire protection areas and sep ic system. Any clearing eyond he
limits of development as shown on he attached site plan wi 1 requ re

The proposed project is consistent with the General Plan in that the
proposed use is single family residential and the General Plan designation
is Rural Residential A.
That the proposed development will not have an adverse aesthetic, health,
safety, or architecturally related impact upon adjoining properties, in
that the building placement, method, building materials, and
elevations will be compatible with surrounding properties.
That the proposed development is in compliance with the Zoning Ordinance,
in that it complies with all applicable property development standards of
the RR-A zone.
That the proposed development encourages the orderly and the h
appearance of structures and property within the City, in that surrounding
lots have been developed with single-family homes.

Within 30 days of approval, the applicant shall submit in writing that all
conditions of approval have been read and understood.

SITE DEVELOPMENT
The appropriate Building Department approval shall be received prior to
initiation of construction.
All new and existing utilities shall be undergrounded unless a waiver is
approved in compliance with Resolution 91-003 .
3. School impact fees shall be paid prior to issuance of building permits.

Water, sewer, and fire protection systems plans shall be designed and
constructed to meet requirements of City of Poway.
This approval shall become null and void if building permits are not
issued for this project within two years from the date of project
approval.
Prior to issuance of building permits, the applicant shall submit a
landscape plan designed to prevent the spread of fire from adjacent brush
and to the new All cut and fill slopes shall be revegetated.
All lanting and irrigation required shall be in place prior to building
occu ancy. The plan shall follow the guidelines found on Pages 24 through
30 o the City of Poway Landscape Standards (1988). The fire buffer area
shal be hand cleared, and replanted to the extent possible with drought
tollerant, fire resistant materials.

A grading plan for the development of the property shall be submitted to
the City's Engineering Services Department for review and approval rior
to issuance of a grading permit and start of grading operation, ough

A right-of-way permit shall be obtained from the City's Engineering
Services Department for any work to be done within the public street
right- f-way or any City-held easement. Said work shall include, but is
ot 1 mited to, construction of driveway approach, sewer lateral
nstal ation, water service line installation, street construction
inclu lng concrete curb, gutter, and sidewalk). Permit shall be obtained

APPROVED BY THE DEPARTMENT OF SAFETY SERVICES.
Roof covering shall meet Class A fire retardant testing as specified in
the Uniform Building Standards No. 32-7 for fire retardant roof covering
materials, per City of Poway Ordinance No. 64.
Approved numbers or addresses shall be placed on the building in such a
position as to be plainly visible and legible from the street fronting the
property. Said numbers shall contrast with their background. Address
shall be required at private driveway.
Each chimney used in conjunction with any fireplace shall be
with a spark attester.

Crestline Drive shall be paved with asphalt south from 14510 Crestline
Drive to the new home. The roadway shall be ~ at 20 feet of
unobstructed width, of which 16 feet shall be paved with two (2} inches of
asphalt paving.
