Res P-94-15 RESOLUTION NO. P- 94-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, APPROVING TEMPORARY USE PERMIT 94-14 WHEREAS, Use Permit 94-14, Karl approval to hold a bicycle race on March 19, 1994, Park; and Appuhn, Applicant, requests in the South Poway Business WHEREAS, on March 15, 1994, the City Council held a hearing on the item. NOW, THEREFORE, the City Council does hereby resolve as follows: Pursuant to the procedure of the City of Poway, implementing the California E 1 Quality Act, the above referenced item is categorically exempt, Class 4(e) and 11 (c). That the proposed activity is in accordance with the purposes and standards of Section 17.26.030 of the Zoning Development Code. The generation of traffic will not adversely impact the capacity of surrounding streets in that the event is schedul d at an off-p k time and notices have been presented to b direc y impacted. In addition a condition of approval or the activ y requires that signs for vehicular traffic be poste advising of e street closures. Section 3: Cit Council The City Council hereby approves Temporary Use Permit 94-14 subject to the following conditions: The bike race shall be conducted as shown on the bike race route on file in the Planning Services Department. 2. The applicant shall obtain a right-of-way permit from the Engineering Services Department prior to the event. The applicant shall submit a traffic control plan to the City Traffic Engineer for review and approval prior to the date of the activity. 4. Advance closure and detour signage will be required. This approval shall become null and void the evening of March 19, 1994. The applicant shall obtain an bond indemnifying the City of Poway from possible liability in an amount not less than $1 million. Evidence of ' shall be provided to the Planning Services Department prior to the event. 10. Resolution No. P- 94-15 Page 2 Approval of this activity does not waive with all other sections of the Zoning Ordinance and other applicable ordinances presently in effect. Any barricades which block access to or roadways shall be manned at all times by an adult capable of moving the ob from emergency vehicles. Temporary directional signs shall be located behind sidewalk areas and placed so that they do not interfere with visibility for vehicles. The signs shall not exceed two feet by four feet in dimension and shall be weighted down to ensure stability. Public streets, off-street parking sites, and areas within and adjoining the proposed area for the event shall be cleared of debris, and litter after the event. Temporary signage, barricades, cones, and any other evidence of the event shall be removed upon its completion.
