P- 94-16 RE IUT ON OF T CITY C I CI "OF pn Y, CALI I APPROVING MINO u: LOP NT RL ~ W 93-6 L IDE/RIDGELINE AS ESS 'S ARCEL ,U BER 31 - - g WHEREAS, Minor Development Review 93-67, Hillside/Ridgeline, Oscar and Rosa Medina, applicants, requests approval to construct a 3,500 square foot, two-story home at 12219 Old Stone Road, in the RS-2 zone; and WHEREAS, on April 5, 1994, the City Council held a hearing to solicit comments from the public both pro and con, relative to this application. NOW, THEREFORE, the City Council does hereby resolve as follows: This project is not subject to 1 review. Category 3 of the CEQA guidelines which includes the single-family residences. It is exempt under of new Secti The proposed project is consistent with the general plan in that the proposed use is single-family residential and the General Plan designation is Residential Single-Family 2. That the proposed project will not have an adverse aesthetic, health, safety, or architecturally related impact upon adjoining properties because the overall height of the home is less than 25 feet, and the pad elevation will be lowered two feet to allow for the p of neighbors' views. That the proposed project is in compliance with the Zoning Ordinance, in that it complies with all applicable property development standards of the RS-2 zone. That the proposed project encourages the orderly and h appearance of structures and property within the City, in that surrounding lots have been developed similarly with single-family homes. Sect il Decision: The City Council hereby approves Minor Development Review 93-67 Hillside/Ridgeline, subject to the following conditions: Within 30 days of approval (1) the applicant shall submit in writing that all conditions of approval have been read and understood; and {2) the property owner shall execute a Covenant on Real Property. Resolution No. P-94-16 - Page 2 COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. APPROVEO BY THE DEPARTMENT OF PLANNING SERVICES. COMPLIANCE SHALL BE SITE Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. Revised site plans, grading plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department prior to issuance of building permits. Approval of this request shall not waive compliance with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at the time of building permit This approval shall become null and void if building permits are not issued for this project within two years from the date of project approval. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES. COMPLIANCE SHALL BE A grading plan for the development of the property shall be submitted to the City's Engineering Services Department for review and approval riot to issuance of a grading permit and start of grading operation, ough grading of the site must be completed and shall meet the C ty's Engineering Services inspector's approval prior to issuance of a bui ding permit. The private road adjacent to and/or within the property commonly referred to as Old Stone Road, shall be improved to City of Poway's Non-Dedicated Road Standards per Ordinance No.280. The property's frontage along Old Stone Road shall be widened to 18 feet of paved surface. In addition, the ot holes at the intersection of Old Pomerado Road and Old Stone Road shal be repaired and t sections installed as the road enters and exi s the subject lot. This work shall be completed prior to issuance of bu lding's Certificate of Occupancy. A calculation of current sewer fees will be provided upon request from the Engineering Services Department. The fee is subject to change. COMPLIANCE SHALL BE APPROVED BY THE DEPART#ENT OF SAFETY SERVICES. Roof covering shall meet Class A fire retardant testing as specified in the Uniform Building Standards No. 32-7 for fire retardant roof covering materials, per City of Poway Ordinance No. 64. Approved numbers or addresses shall be placed on the buildi in such a position as to be plainly visible and legible from the street onting the property. Said numbers shall contrast with their backgroun . Minimum height of address numbers shall be four inches. Address shall e required at private driveway entrance. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester. The access is greater than 150 feet in length. It shall be provided with an approved Fire Department turnaround. o This dwelling is being built on a parcel size of less than one acre and is beyond 350 feet maximum from the nearest fire hydrant. The dwelling will have to have standby water for fire fighting and/or a residential sprinkler system.
