NI APPROVING CONDITIONAL E ERMIT 84-16M A D EL PMENT REVIEW 94-04 ASS SO 'S PARCEL NUMB R -4 ]-13 WHEREAS, Conditional Use Perm t 84-]6M and Development Review 94-04, by James McCarty/Poway Va ley Senior Citizens applicants request approval to add 400 square feet to the Weingart Senior Center located in the Community Par at 13094 Bowron Road in the Open Space- zone; WHEREAS, on August 16, 1994, the City Council held a duly J public hearing to solicit comments from the public, both pro and con, relative to this item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: This project is Categorically Exempt, Class ] from the California E 1 Quality Act in that it is a minor addition to existing facilities. Section 2: [ : 1. The proposed project is with the General Plan. That the location, size, design, and operating ch of th p oposed use will be compati le with and will not adversely af ec or be materially 1 to adjacent uses, residents, bu ld ngs, , or natura in that the use is ex st ng and is a civic use loca ed within a public park and is we 1 buffered from surrounding land uses. That the harmony in scale, bulk, coverage and density is consistent with adjacent uses in that the additions have been designed to be compatible with the adjacent buildings. o That there will not be a harmful neighborhood ch in successfully at the site without effect upon desirable that use has operated reports of 'bility. o That the g of traffic will not advers ly impact the surrounding streets and/or the City's Transpor ation Element in there is available on-site parking and a shutt e bus service program has been implemented to handle high at endance special events. 6. That there are no other relevant negative impacts of the use that cannot be mitigated. Section 3: Cit Council The City Council hereby approves Conditional Use Permit 84-16M and Development Review 94-04 subject to the following conditions: Within 30 days of approval (1) the applicant shall submit in writing that all conditions of approval have been read and understood. The use conditionally granted by this permit shall not be conducted in such a manner as to interfere with the reasonable use and of surrounding residential and ' 1 uses. This conditional use permit shall be subject to annual review by the Director of Planning Services for compliance with the conditions of approval and to addres concerns that may have occurred during the past year. If t e permit is not in compliance with the conditions of approval, or he Planning Services Department has received complaints, he required annual review shall be set for a public hearing be ore the City Council, to consider modification or of the use permit. COHPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. SITE DEVELOPMENT Site shall be developed in accordance with the approved site plans on file in the Planning Services and the conditions contained herein. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Services Department for approval prior to issuance of building permits. The building elevation shall show additional architectural enh and features to the proposed additions. Approval of this request shall not waive with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at the time of building permit ' 4. Disabled access shall be provided throughout the building. The building will be required to install an approved fire sprinkler system mee ing P.M.C. requirements. The entire system is to be monitored by a cen ral monitoring company. System post indicator valves with tamper swi ches, also monitored, are to be located by the City Fire Marshal prior to nstallation. A manual fire alarm system shall be installed to approved standards by a properly licensed contractor per U.F.C Article 14. System shall be completely monitored by a U.L. listed central station alarm company or proprietary remote station. __ Resolution No. P-94-42 Page 4 o A 'Knox' Security Key Box shall be required for the building at a location determined by the City Fire Marshal. A "Knox" padlock shall be required for the fire sprinkler system Post Valve. o Permanent access roadways for fire apparatus shall be designated as 'Fire Lanes' with signs and curb markings. o Minimum 2A:iOBC fire extinguisher required for every 3000 square feet and 75' travel distance. Building must meet current 1991 Edition of Uniform Building Code(U.B.C.) and Uniform Fire Code(U.F.C.).
