P-94-49 A OF TH CITY C U CI OF THE CITY OF POW Y, CA~ 0 NI APPROVING CONDITIONAL USE PERMIT 9 -12 & VL 0 ASSESSOR'S PARCEL NUMB R 317-2 -1 5 ENT REVIEW 94-03 116 WHEREAS, Conditional Use Permit 94-12 and Development Review 94-03 submitted by Karnak Architecture/Planning and Hank Mathews, applicants, requests approval to allow a lighted practice golf range with six fairways, 70 tees on three levels, putting greens, pro shop and related facilities. WHEREAS, on 20, 1994, the City Council held a duly advertised public hearing to solicit comments from the public, both pro and con, relative to this application; NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: : The certified Final EIR and Final EIR for the South Poway Specific Plan assumed that LI and IP designated sites would be developed with a variety of industrial uses as well as some intensive · 1 uses. This outdoor recreational use will generate less traffic and have less impacts than of light ' 1 buildings on the site at a coverage rate o 35 to 40 percent (the typical range for lots within the business park), he analysis contained in those documents adequately address the potentia 1 impacts of the proposed conditional use permit and development review, and no further 1 review is Section 2: F : Conditional Use Permit 1. The existing roads are adequate in size to accommn ate the pro ected traffic volumes. The primary use of the fac~ ity is expected to occur during off-peak commuter hours and weeken s. The use will generate less traffic than a typical light d on the two parcels. That the site is suitable for the type and of designated use which is proposed, in that the practice golf facility provides active 1 opportunities to the employees within the business park and to the at large. That the proposed project will not have an adverse aesthetic, health, safety, or architecturally related impact upon adjoining p in that the surrounding and proposed uses are light industrial, industrial park and ' l, and the project has been designed to be integrated physically and visually with the business park, including compatibility with the Sports Park. Resolution No. P-94-49 Page 3 That the proposed project encourages the orderly and h appearance of structures and property within the City in that the scale and design of the buildings, light standards, and poles with netting are designed to be with land uses as well as buffered and screened with landscaping fro~ land uses to the north. cil Decision: The City Council hereby approves Conditional Use Permit 94-12 & Development Review 94-03 subject to the following conditions: Within 30 days of approval (1) the applicant shall submit in writing that all conditions of approval have been read and understood; and (2) the property owner shall execute a Covenant on Real Property. COHPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. SHALL BE SITE DEVELOPMENT Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. 2. Revised site plans and building elevations ' ~ all conditions of approval shall be submitted to the Planning Services prior to issuance of building permits. Approval of this request shall not waive compliance with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at the time of building permit ' Trash receptacle shall be enclosed by a six foot high masonry wall with view-ob gates pursuant to City standards. Location shall be subject to approval by the Planning Services Department. 5. The light standards for the parking areas shall be similar to the Sports Park. The hours of operation shall be from sunrise to midnight. 15. Ultra low flow plumbing fixtures shall be installed in the buildings. 16. This approval shall become null and void if building permits are not issued for this project within two years from the date of project approval. PARKING AND VEHICULAR ACCESS All parking lot landscaping shall include a minimum of one 15 gallon size tree for every three spaces. LANDSCAPE I Complete landscape documents shall be submitted to and approved by the Planning Serv ces Department prior to the issuance of building permits. Plans shal be prepared in accordance with City of Poway Guide to Landscape Re§ (latest edition). The landscape plan shall some specimen trees along with normal dense, fast- growing planted to screen or break up the expanse of netting along Road and McIvers Court. Incorporate low flow irrigation techniques and drought tolerant vegetation into the landscape plans. STREETS AND SIDEWALKS A sidewalk 4.5 feet in width shall be installed along the west side of McIvers Court.
