Res P-95-34 RESOL TION NO. P- 9 -34 A THE CITY INCIL OF THE CITY 0 POWAY, APPROVING TEMPO ARY USE PERM T 95-44 WHEREAS, Temporary Use Permit 95-44, submitted by the City of Poway, applicant, requests approval of the Old Poway Park event to be held on July 4, 1995. NOW, THEREFORE, the City Council does hereby resolve as follows: Pu suant to the procedures of the City of Powa', implementin the Ca ifornia £ 1 Quality Act, the abo'e-referenced roject is ca egorically exempt, Class 4e and 11c, in tha the Old Powa' Park Ce ebration event is temporary in nature and w ll have ne§li ible or no permanent effects on the Section 2: Find~ : That the proposed use is in accordance with the purpose and standards of Section 17.26.020 of the Poway Municipal Code. Section 3: Cit ]ouncil The City Council hereby approves Temporary Use Permit 95-44 to the following conditions: COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. All food and drink shall operate under the auspices of the Hamburger Factory and their County Health Department permit. Volunteer cooks shall abide by Health Department standards for food and drink Site shall be used in accordance with the site and parking plan submitted by the Community Services Department. Community Services Department personnel shall be responsible for coordination of the event with other City dep the Sheriff's Department and volunteers. The approval shall become null and void on July 5, 1995 at which time the site shall be restored to its original condition. Portable are required at the ratio of 1 to every 50 people up to 500 people. After 500 people, the ratio is I per 500 people. A sign showing the location of permanent and temporary restrooms must be posted. Resolution No. P-95-34 Page 2 Provision for any temporary electrical power will require an electrical permit and an inspection approval by the Building Safety Inspection Division. Event signs will be placed on community event kiosks. Two signs about the event may be placed along Midland Road near Old Poway Park. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTHENT OF PUBLIC SERVICES. The Public Services Department will provide any needed barricades and signs for traffic control at or near Old Poway Park. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF SAFETY SERVICES. 1. Any barricades used are to have attendants at all times. 2. Midland Road is to remain accessible to emergency vehicle traffic. All booths, canopies and tents are to be tagged with State Fire Marshal approval. All booths or tents having electrical power, using any kind of flammable fuel, or doing any cooking will have a fire extinguisher rated not less than 2AiOBC. So The storage and removal of all trash material shall be provided so as not to a fire hazard. 6. All materials used for decorative purposes shall be non-flammable. All electrical cords and approved manner. shall be utilized only in an COHPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE SHERIFF'S DEPARTMENT. One or more volunteer rangers shall be on-sit at all tim s when the parking areas are in use to assist with secur ty of parke vehicles, to aide in the movement of vehicles in and out o the lots, o provide information to motorists, and to minimize tra fic congest on on surface streets. The event shall have personnel designated at all times and at specific locations to provide liaison with representatives of the City's Fire and Sheriff's Departments. The event committee shall designate an on-site location for police, fire, and paramedic units out of the main activity area and maintain sufficient access for emergency vehicles at all times. Resolution No. P-95-34 Page 3 All music activities shall be terminated on or before 5:30 p.m. and at no time shall the noise level exceed the permissible decibel (dB) level for the area's zoning designation. All beverages shall be dispensed in paper cups or cans. No bottles are allowed. APPROVED and ADOPTED by the City Council of the City of Poway, State of California, this 27th day of June, 1995.
