WHEREAS, Development Revi w 95-11, was submitted by Don and William
Olhausen applica ts, for approv of the construction of a 39,470 square foot
manufacturing an warehouse faci ty for the manufacture of pool tables, on a 2.0
acre lot locate at 12420 Kit am Court in the Light Industrial land use
designation of t e South Poway pecific Plan; and
WHEREAS, the City Council of the City of Pow~y has read and considered the
staff report and has considered other evidence presented at the public hearing.
NOW, THEREFORE, the City Council does hereby resolve as follows:
The previously certified Final E Lal Impact Report (EIR) and Final
Subsequent EIR for the South Poway Specific Plan adequately addresses the
potential environmental impacts of the proposed development.
The approved project is consistent with the South Poway Specific
plan and the general plan in that a manufacturing/warehousing
facility is a permitted land use within the Light Industrial land
use designation.
That the proved project will not have an adverse aes hetic,
health, sa, ty, or architecturally elated impact upon ad oining
ro erties n that the design of e building for the i. tended
ur os. con orms to the criteria o the South Poway Dev, opment
ta dards and will be compatible wit current and future bu ldings
n he vicinity.
That the approved project encourages the orderly and h
appearance of structures and property within the City in that the
architecture incorporates features of the existing Olhausen Pool
Table manufacturing and headquarters building next door and is
consistent with design standards generally in the South Poway
Business Park.
The City Council hereby approves Development Review 95-11 subject to the
following conditions:
Within 30 days of approval (1) the applicant shall submit in writing that
all conditions of approval have been read and understood; and (2) the
property owner shall execute a Covenant on Real Property.

Site shall be developed in accordance with the approved site plans on file
in the Planning Services Department and the conditions contained herein.
Revised site plans and building elevations incorporating all conditions of
approval shall be submitted to the Planning Services Department prior to
issuance of building permits.
Approval of this request shall not waive compliance with all sections of
the Zoning Ordinance and all other applicable City Ordinances in effect at
the time of building permit issuance.
Trash receptacle shall be enclosed by a six foot high masonry wall with
view-obstructing gates pursuant to City standards. Location shall be
subject to approval by the Planning Services Department.
All roof appurtenances, including air conditioners, shall be
architecturally integrated, screened from view and sound buffered from
adjacent properties and streets as required by the Planning Services
Department.
Prior to any use of the project site or business activity being commenced
thereof, all conditions of approval contained herein shall be completed to
the satisfaction of the Director of Planning Services.
The applicant shall comply with the latest adopted Uniform Building Code,
Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code,
Uniform Fire Code, and all other applicable codes and ordinances in effect
at the time of building permit issuance.

All parking lot landscaping shall include a minimum f one 5 gallon size
tree for every three spaces. For parking lot islan s, a m nimum 12 inch
wide walk adjacent to parking stalls shall be prov ded an be separated

All two-way traffic aisles shall be a minimum of 25 feet wide. A minimum
of 25 feet wide emergency access shall be provided, maintained free and
clear at all times during construction in accordance with Safety Services
Department requirements.

All parking spaces shall be double striped.
A twenty foot wide access gate shall be provided along the southwest side
of the parking lot to provide Fire Department and Public Services access
to the hillside area below the lot.
Complete landscape construction documents shall be submitted to and
approved by the Planning Services Department prior to the issuance of
building permits. Plans shall be prepared in accordance with City of
Poway Guide to Landscape Requirements (latest edition).

A Master Plan of the existing on-site trees shall be provided to the
Planning Services Oepartment prior to the issuance of building permits and
prior to grading, to determine which trees shall be retained.

mainta ned in a horticulturally acceptable manner. Oead, decaying, or
otent ally dangerous trees shall be approv d for removal at the
tscre ion of the Planning Services Oepartment uring the review of the
aster Plan of existing on-site trees. Living tees which are approved
or removal shall be replaced on a tree-for-tree asis as required by the
lanning Services Oepartment.
Street trees, a minimum of 15 gallon size or larger, shall be installed in
accordance with the City of Poway Guide to Landscape Requirements and
shall be planted at an average of 30 feet on center spacing along all
streets.
Landscaped areas within the adjacent public right-of-way shall be
permanently and fully maintained by the owner.
All landscaped areas shall be maintained in a healthy and thrivi g
condition, free m weeds, trash, and debris. The trees shall e
encouraged and a wed to retain a natural form. Pruning should e
restricted to main ain the health of the trees and to protect the publ c
safety. Unnatura or excessive pruning, including topping, is not
permitted.

Any signs proposed for this development shall be designed and approved in
conformance with the Sign Ordinance.

the City's Engineering Services Department for review and approval rior
to issuance of a grading permit and start of grading operation, ough

Serv ces Department for any work to be done within the public street
righ -of-way or a y City-held easement. Said work shall include, but is

Please contact Engineering Services for payment of water, drainage, sewer,
traffic mitigation, and park fees prior to building permit issuance.
The applicant shall process the vacation of the existing 15 foot wide
access easement along the southerly property line and dedicate a new
access easement over the new proposed access to the property.
A water system analysis shall be performed for the new waterline and fire
hydrant installation on site. The developer shall contact the Engineering
Services Department for payment of the water analysis fee.
An improvement plan for the on-site waterline and fire hydrant shall be
submitted to the Engineering Services Department for review and approval
prior to building permit issuance.
COMPLIANCE WITH THE FOLLOWIN6 CONDITIONS IS REQUIRED. CONPLIANCE SHALL BE
APPROVED BY THE DEPARTMENT OF SAFETY SERVICES.
Roof covering shall be fire retardant as per UBC Section 3203(e) and City
of Poway Ordinance 64.

Every building hereafter constructed shall be accessible to Fire
Department apparatus by way of a cess roadways with all-weather driving
surface of not less than 20 fee of unobstructed width, with adequate
roadway turning radius capable o supporting the imposed loads of fire
apparatus having a minimum of ! '6" of vertical clearance. The road
surface type shall be approved by the City Engineer, pursuant to the City
of Poway Municipal Code.

swi ches, also monitored, are to be located by the ity Fire Marshal prior

5. The addition of on-site fire hydrants is required. The location of the
hydrants shall be determined by the City Fire Marshal.

6. Material Safety Data Sheets shall be required for all hazardous and/or
toxic substances used in each building.
7. An Emergency Contingency Plan and Hazardous Materials Disclosure shall be
filed with the County of San Diego Department of Health and copies
provided to the Fire Department.
8. A 'Knox' Security Key Box shall be required for the building at a location
determined by the City Fire Marshal. A 'Knox' padlock shall be required
for the fire sprinkler Post Indicator Valve.
9. ermanent access roadways for fire apparatus shall be designated as 'Fire
aries' with appropriate signs and curb markings. In addition, a 2AIOBC
ire extinguisher shall be required for every 3,000 square feet and 75
eet travel distance.
10. If an elevator is installed, it shall be sized to accommodate a normal
hospital gurney. Minimum dimensions for the inside car platform shall be
6'8" wide by 4'3' deep.
11. If medical gasses are planned to be used in this building, they shall be
installed to meet requirements of Uniform Fire Code Article 74-Compressed
Gasses. See DRI for relocation of fire hydrants.
12. If a kitchen is installed within this building a hood and duct
extinguishing system shall be installed for all cooking facilities within
the kitchen area. Plans shall be submitted and approved prior to
installation.
