WHEREAS, the City of Poway Services Department will be
installing a replacement monument sign at the Performing Arts Center at 15498
Espola Road; and
WHEREAS, Section 17.40.220 of the Poway Municipal Code limits the height
of freestanding signs to 6' for institutional uses or 8' for ' 1 uses
unless approved by the City Council according to Municipal Code (PMC) section
17.40.260.G; and
WHEREAS, in accordance with PMC section 17.40.260.G the City Council
finds that the Performing Arts Center has unusual circumstances to approve a
sign 12' in height in that:;

The sign identifying the building and promoting upcoming events must be
of a height and location near the corner of Espola Road and Titan Way to
be seen by northbound motorists.
A cutbank just before Titan Way obscures th vision of northbound
motorists unless the sign is near the stree ..
Trees along the Performing Arts Center and igh school frontage would
obscure the sign to southbound motorists un ess it is close to the
str et.
In he visible position the sign would obstruct the visibility of
veh cles exiting Tital Way onto Espola Road if it is not raised to allow
a 1 ne of sight under it.
NOW, THEREFORE, the City Council does hereby resolve as follows:
This project to install a replacement monument sign is Categorically Exempt
from the California E tal Quality Act, Class 11 for on-premise signs.
Decision:
The City Council hereby approves Sign Permit 95-33 subject to the following
conditions:
Any signs proposed for this development shall be designed and approved
in conformance with the Sign Ordinance.
A sign permit and electrical permit shall be obtained from the Planning
Services Department.
The street address shall be placed on the sign in such a position as to
be plainly visible and legible from the street fronting the property.
Said numbers shall contrast with their background. Minimum height of
address numbers shall be four inches.
