Res P-97-15 RESOLUTION NO. P- 97-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 97-07 WHEREAS, Temporary Use Permit 97-07 submitted by Enyaam Lions Club/Culpepper and Merriweather Cimus, Applicants, requests approval of a big top circus on Apdl 11, 1997 in a tent with capacity of 950 spec1 1 ~ related circus equipment on 9.23 acres on the west side of Community Road and the north side of Danielson Court. NOW, THEREFORE, the City Council does hereby follows: Section 1: E Findin( Pursuant to the procedures of the City of Poway, implementing the California E Quality Act, the al: -1 project is categorically exempt, Class 4e, in that the approved use is temporary in nature and will have negligible or no permanent effects on th I. Section 2: That the proposed lance with the I; 17.26.020 of the Poway Municipal Code. :1 standards of Section The City Council hereby approves Temporary Use Permit 97-07 subject to the following conditions: The following improvements shall be accomplished to the satisfaction of the Director of Planning Services: The site shall be utilized in accordance with the approved site plan on file in the Planning Department, except as may otherwise be provided herein, prior to i of the activity. Approval of this use shall not excuse compliance with all other sections of the Zoning Ord' -I all other applicable City ordinances presently in effect. Provide adequate off-street parking for 300 vehicles. Designate 10 accessible parking spaces in the parking : to the tent. Any off-street parking on any adjacent lots would require the I; ~ the property owner for the specified period of use. Resolution No. P-97-15 Page 2 Any necessary permits for electrical power shall be secured from the Building Division and inspections shall be conducted before power is allowed to be used. (G proposed as the I: ) Inspection from the State Division of Industrial Safety or evidence of :y inspections shall be obtained for all stands, the circus tent, and any other equipment accessible to the public. The temporary sign proposed at Danielson Court and Community Road must be approved by the Planning Services Department prior to installation. 7. All temporary signs shall be removed by April 12, 1997. Noise generated by the activity, particularly the dismantling of the circus tent and loading up equipment on Friday evening, April 11th shall comply with the Noise Ordinance for the Planned Community zone. The Poway Enyaam Lions Club is required to provide to the City, prior to the event, an policy naming the City as additionally insured for a minimum of $1,000,000. The following improvements shall be accomplished to the satisfaction of the Director of Engineering Services: A ' plan will be developed to identify the number of individuals required for traffic control. Traffic control personnel must be properly trained, wear reflective vests and carry flashlights. Pedestrian routes to and through the circus location shall be properly marked. The following improvements shall be constructed to the satisfaction of the Director of Safety Services: Maintain tents and surrounding grounds as required by Chapter 32 of the Uniform Fire Code. Weeds in parking area and lall be removed. 2. Applicant to show proof of State Fire Marshal approval on each tent erected. 3. Fire extinguishers required within every 75 feet of travel d :1 shall be rated as 2A10B:C (a). Fire extinguishers shall be provided for each kitchen, mess hall, power g :1 other locations in accordance with UFC Standard 10-1. These extinguishers shall be rated at 40-BC.
