A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TENTATIVE TRACT MAP 93-01 TIME EXTENSION
(FORMERLY TENTATIVE PARCEL MAP 91-06)

WHEREAS, a request for a two year time extension for Tentative Tract Map (TTM)
93-01 Time Extension (TE), hereinafter "Map" submitted by Frank E. Pierson, Sr.,
Applicant, for the purpose of subdividing 18.5 acres into four single-family lots plus two
open space lots, located at the southern 1 : Welton Lane in the Rural Residential
C before the City Council for public hearing and action on September 2, 1997;
and
WHEREAS, the Director of Planning Services has :led approval of the

The City Council finds that the previously issued Negative Declaration adequately

NOTICE. This property in located in an area which is believed to contain coastal
sage scrub, the habitat of the California Gnatcatcher which has been listed as a
threatened species. E f coastal sage scrub on your property may affect
your ability to proceed with this project. Removal of coastal sage scrub without
authorization of the U.S. Department of Fish and Wildlife is a violation of the U.S.
Endangered Species Act. Proof of such authorization will be required prior to
:grading permits, clearing and grubbing permits and improvement plan
approvals.

The site is physically suitable for the density and the type of development

over ten acres will be set aside for public open space and conditions of

will be mitigated. In addition, the developer is required to obtain the
necessary approvals from the U.S. Department of Fish and Wildlife and the
California Department of Fish and Game or from the City of Poway prior to
issuance of grading permits, clearing and grubbing permits, and
improvement plans.
The tentative tract map is not likely I public health problems
because City water and sewer systems will be provided to the new
residential lots. Low flow plumbing fixtures will be required throughout future
buildings on the site. Landscaping plans will eventually be prepared with
minimal water consumption and ' .~ Iow volume irrigation
techniques for trees and shrubs.
The design of the tentative tract map will not conflict with any easement by
the public at large, now of record, t' through or use of the property

The City Council hereby approves Tentative Tract Map 93-01TE subject to the
following conditions:
