P- 97-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING DEVELOPMENT REVIEW 97-29 ASSESSOR'S PARCEL NUMBERS 277-171-04,05,06,19 WHEREAS, Development Review 97-29 Old Coach Collection, submitted by Greystone Homes, applicant, requests approval of the development review to allow the : 39 one and two-story single-family homes ranging in size from 3150 square feet to 4,000 square feet on 90 acres located west and east of Butterfield Trail, north of Boca Raton Lane, northwest of the ' ~ Espola Rd. and Old Coach Rd., north Poway. WHEREAS, on September 30, 1997 the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby follows: Se( The City Council finds that the proposed development l with the Old Coach Golf Estates project for which a Final E Impact Report (EIR) (State Clearinghouse #90010015) was certified by the City Council on May 15, 1990. That the approved project will not have an aC, :hetic, health, safety, or architecturally related impact upon adjoining properties, because building square footages, rooflines, materials, and building ~atible with nearby developments. That the approved project encourages the orderly and h apl: i :1 property within the City, because it is similar to and complements other residential development in the vicinity. This residential development will be on large lots of one to t' size. Resolution No. P- 97-55 Page 2 That the approved project is in compliance with the Zoning Ordinance, 17.08.180 (S) plans with one and two-story h 3t with regard 1 ' ' building setbacks of up to forty percent 'one-half of the lots for which : necessary per Section 17.08.180 (A). In all other respects the homes meet the development standards of the underlying zoning. The City Council hereby approves Development Review 97-29 subject to the following conditions: Within 30 days of approval (1) the applicant shall submit in writing that all conditions of approval have been read and understood. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. SITE DEVELOPMENT Site shall be developed in accordance with the approved site and plotting plans on file in the Planning Services Department and the conditions contained herein. Greystone Homes will be given flexibility on lots proposed for one-story models. They will also be allowed to substitute two-story models for one-story model lots where the lots do not border StoneRidge lots. No new two-story models adjacent to StoneRidge lots will be allowed without City Council approval. The plotting shall be revised to place a Plan 3 (two-story model) on Lot 36 and a Plan 1 (one-story model) on Lot 38. Revised site plans and building elevar )orating all conditions of approval shall be submitted to the Planning Services Department prior1 ~ building permits. Approval of this request shall not waive compliance with all sections of the Old Coach Planned Community Development Plan, Zoning Ordinance and all other applicable City Ordinances in effect at the time of building permit issuance. The CC&R's shall prohibit the storage of recreational vehicles in the required front yard setback. Mail boxes shall be installed according to a plan which is acceptable to both the Post Office and the Director of Planning Services. The developer shall integrate an approp ' :y of approved roof colors into the design of the residential development in a manner which is complementary with surrounding development. 10. 11. 12. Resolution No. P-97-55 Page 3 The applicant shall comply with ~ted Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code, Uniform Fire Code, and all other applicable codes and ord' ~ect at the time of building permit issuance. For each new residential dwelling unit, the applicant shall pay Permit, Plan Check and Inspection Fees and School Fees, at the established rate (in accordance with City-adopted policy and/or ordinance). Street names shall be approved by the Planning Services Department prior to the recordation of the final map, and street addresses shall be provided prior to the I building permits. It shall be installed no later that 180 days following the close of escrow for each unit. Security shall be to the satisfaction of the Director of Planning Services. All created slopes of 5:1 or greater shall be landscaped and a permanent Iow- volume irrigation system shall be installed prior to certification of occupancy. The developer shall display a current Zoning and Land Use Map, or suitable alternative, in the sales office at all times, to the satisfaction of the Director of Planning Services. All sales maps that ara distributed or made available to the public shall include but not be limited to trails, future and existing schools, parks, and streets. The developer shall provide a noise display board in the sales office to the satisfaction of the Diractor of Planning Services. The display shall include the site plan and noise study' ' Working drawings shall include a certification by a racognized acoustical expert that the requirements of the City of Poway's Noise Ordinance will be met. At the completion of and prior to occupancy, interior and exterior CNEL shall be determined by field testing at developer's expense. Tests to be conducted by a recognized acoustical expert.
