A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 97-76
WHEREAS, Temporary Use Permit 97-76, submitted by the City of Poway,
applicant, requests approval to conduct an outdoor event on Saturday, October 18, 1997,
to celebrate the opening of the easterly segment of the Scripps Poway Parkway. The
proposed location of the celeb ' th : Scripps Poway Parkway
and Stowe Drive within the South Poway Planned Community zone.
NOW, THEREFORE, the City Council does hereby
follows:
Pursuant to the procedures of the City of Poway, implementing the California
E Quality Act, the ab :1 project is categorically exempt,
Class 4e, in that the celebration activities are temporary in nature and have
negligible or no permanent effects on th l.

17.26.020 of the Zoning Ordinance.
Sec ;il Decision:
The City Council hereby approves Temporary Use Permit 97-76 subject to the
following conditions:
APPLICANT SHALL CONTACT THE SHERIFF'S DEPARTMENT REGARDING
COMPLIANCE WITH THE FOLLOWING CONDITIONS:
One or more identifiable members of the event committee shall be on-site at all
times when the parking use to assist with security of parked vehicles,
to aid in th I of vehicles in and out of the lots, to provide information to

The event committee shall designate an on-site location for police, fire and
paramedic units out of the main activity areas and maintain sufficient access for
emergency vehicles at all times,

All shall be terminated on or before 10:00 p.m. on the day of the
event, and at no time shall the noise level exceed the permissible decibel (dB) level
for th ;I designation.
The event committee shall have personnel designated at all times and at specified
locations to provide liaison with representatives of the City's Fire and Sheriff's
Departments.
APPLICANT SHALL CONTACT THE DEPARTMENT OF SAFETY SERVICES
REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS:
1. All fire hydrants shall

The storage and removal of all trash material shall be provided so as not to
constitute a fire hazard.

APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES
REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS:
1. Any necessary building
permits shall be secured.

All signs for th : be approved by the Director of Planning Services prior
to installation and shall be removed promptly, within ten days following the event.
The sites shall be utilized in accordance with this resolution and the approved site
plans on file in the Planning Department, except as may otherwise be provided
herein, prior t l of the activity.
Provision for temporary electrical power will require an electrical permit and an
inspection approval by the Building Inspection Division.
Approval of this activity shall not 31iance with all otb I the

The event sites shall be left free of debris, lifter or any other evidence of the
temporary use upon completion of the use.

A copy of the agreement with the adjacent property owner(s) for parking rights shall
be provided to the Planning Services Department no later than October 10, 1997.
Parking lot areas which :1 with weeds, gross, brush, etc., shall be bladed
to bare earth so as not to constitute a fire hazard.
APPROVED AND ADOPTED by the City Council of the City of Poway, State of
California, this 7th day of October, 1997.
