P-97-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TENTATIVE PARCEL MAP 97-05 AND DEVELOPMENT REVIEW 97-28 ASSESSOR'S PARCEL NUMBER 317-280-52 WHEREAS, Tentative Parcel Map 97-05 and Development Review 97-28, submitted by McMahon/Oliphant Properties, proposes to divide a 2.9 acre lot into two parcels and to construct a 22,500 square foot industrial building on proposed Parcel 1 and an 18,350 square foot industrial building on proposed Parcel 2. The subject property is located on the northwest corner of th ! Crosthwaite Circle and the 13600 block of Stowe Drive. The land use designation is Light Industrial and the lot is located within the South Poway Planned Community zone; and WHEREAS, on October 21, 1997, the City Council held a hearing on the above- referenced item. NOW, THEREFORE, the City Council does hereby follows: Sect The City Council hereby finds that the previously certified Final E Iai Impact Report(EIR) and Final Subsequent EIR for the South Poway Planned Community adequately addresses the impacts of this project. No new significant impacts h :1 or will result with the granting of the subject parcel map and development review, and furth review is not necessary. The approved project is consistent with the General Plan and the South Poway Specific Plan in that it proposes to create two parcels from a lot designated for light industrial use. The design and imp required of the tentative parcel map are consistent with all applicable general and specific plans; in that the approved parcel sizes and config Jhere to the development standards of the South Poway Specific Plan. The site is physically suitable for the type of development and the density proposed; in that the site is large enough to provide two parcels, each with d' which are in keeping with the South Poway development standards. That the approved project encourages the orderly and h apl~ : structures and property within the City in that the architecture incorporates features and building materials that are consistent with the South Poway Development Standards. :ion 3: ;ouncil Decision: The City Council hereby approves Tentative, Parcel Map 97-05 and Development Review 97-28 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF PLANNING SERVICES. 1. Presently school fees are $0.30/square foot of assessable area. PARKING AND VEHICULAR ACCESS All parking lot landscaping shall include a ' ' =one 15 gallon size tree for every three spaces. Because the elevation of the subject property is sgnificantly below street grade, the landscaping plans shall show special lands aping treatment along Stowe Drive which will provide adeq ' .~ of the Iading areas and rooftop equipment. Existing on-site trees shall be retained wherever possible and shall be maintained in a horticulturally acceptable manner. Dead, decaying, or potentially dangerous trees shall be approved for removal at the discretion of the Planning Services Department during the review of the Master Plan of existing on-site trees. Living trees which are approved 1' shall be replaced on a t basis as required by the Planning Services Department. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES. GRADING Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading Ordinance, approved grading plan and geotechnical report, and accepted grading practices. A grading plan for the development of the p perty, prepared on a standard sheet of mylar and drawn at a scale of 1" = 0, shall be submitted to the City's Engineering Services Department for review and approval prior to issuance of a grading permit and start of grading operatio . Rough grading of the site must be completed and shall meet the City's Enginee ng S ~ector's approval prior to' ~a building permit. Copies of the report shall be submitted with the grading plan. All new slope shall be a I2:1 (horizontal to vertical).
