P- 98-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY APPROVING TENTATIVE PARCEL MAP 97-06 ASSESSOR'S PARCEL NUMBER 278-240-27 WHEREAS, Tentative Parcel Map 97-06, submitted by Daniel Steussy, proposes to divide a 6.41 acre property into two parcels. The subject property is located at 15255 Eastvale Road, in the RR-B (High Valley) zone; and WHEREAS, on January 6, 1998, the City Council held a hearing on the above- J item. NOW, THEREFORE, the City Council does hereby follows: Section 1 Iai Fin, The City Council hereby issues a Negative Declaration indicating that the project should not have a significant adverse impact on th l. Section 2: Find' The approved project' : with the general plan, in that it proposes to create two parcels from a lot designated for Rural Residential use, o The design and improvements required of the tentative parcel map are consistent with all applicable general and specific plans; in that the approved pamel sizes and config :lhere to the development standards for the High Valley area. o The site is physically suitable for the type of development and the density proposed; in that the site is large enough to provide two parcels, each greater than two acres in size and with a proposed pad area of one acre contiguous square footage of less than twenty-five percent slope for the : new homes. The design of the subd :likely 1 9stantial damage and avoidable injury to h J wildlife or other habitat in that the site has been used for avocado growing and does not contain native vegetation. The stream area along the south side of the property will be retained in its natural state. The tentative parcel map is not likely I public health problems in that City -1 a septic system approved through the County Department of E Health will be provided for each new home. The design of the tentative parcel map will not conflict with any easement by the public at large, now of record, f through or use of the property within the proposed subdivision. Resolution No. P- 98-02 Page 2 Sect' 3: C The City Council hereby approves Tentative Pamel Map 97-06 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF PLANNING SERVICES, SITE DEVELOPMENT Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. Revised map incorporating all conditions of approval shall be submitted to the Planning Services Department. Approval of this request shall not 31lance with all I the South Poway Specific Plan, Zoning Ordinance and all other applicable City Ordinances in effect at the time of building permit issuance. 4. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES. GRADING Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading Ordinance, approved grading plan and geotechnical report, and accepted grading practices. 2. The grading plan shall contain a certificate signed by a registered civil = = = 10. 11. 12. Resolution No. P- 98-02 Page 3 engineer that the grading plan has preserved ' ' ~ 100 square feet of for each dwelling unit and for each future building site within the subdivision. A soils report shall be prepared by a qualified engineer licensed by the State of California to perform such work. A geological report shall be prepared by a qualified engineer or geologist and submitted at the time of application for grading plan check. The final grading plan, prepared on a standard sheet of mylar, shall be subject to review and approval by the Planning and Engineering Services Departments and shall be completed prior to start of grading operation. A pre-blast survey of the surrounding property shall be conducted to the satisfaction of the City Engineer prior to any rock blasting. A blasting permit shall be obtained from the Engineering Services Department prior to any rock blasting. Seismic Recordings shall be taken for all blasting and blasting shall occur only at I :1 levels approved by the City Engineer. All new slope shall be a :2:1 (horizontal to vertical). A final compaction report shall be submitted and approved prior of building permits. A certification of line and grade, prepared by the project civil engineer, shall be submitted prior t : building permits. Buildings and parking lots shall be at least five feet from tops and toes of slol: .1 by Planning and/or Engineering Services Departments prior to grading permit issuance. Non-supervised or non-engineered fill is specifically not allowed. Rock disposal areas shall be graded in compliance with City-approved soils investigations and :lations and grading plans. Erosion control, including but not limited to desiltation basins, shall be installed and J from Oct. 15th to April 15th. A plan shall be prepared by the project civil engineer and shall be submitted as part of the grading plan. FLOOD CONTROL A drainage system capable of handling and disposing all surface water originating within the project, and all surface waters that may flow onto the project from adjacent lands, shall be required. Portland cement concrete gutters shall be installed wh roadways. the Concentrated flows across driveways and/or sidewalks shall not be permitted. SEWER Sewage disposal system shall be designed and :1 to meet the requirements of the City of Poway and San Diego County Department of Health. The approved certificate wording shall be placed on the parcel map, except the non-title sheet. Prior to getting approval of the sewage disposal system from the County Department of Health, the developer's engineer shall submit to the City a leach field layout plan 1' :t approval. WATER Fire hydrant shall be installed on the south side of Eastvale Road near the northeast corner of the subdivision. Time of installation shall be per the direction of the City Fire Marshal.
