A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TENTATIVE TRACT MAP 89-09 TIME EXTENSION
ASSESSOR'S PARCEL NUMBERS 314-031-16, 17, 18, 19
WHEREAS, a request for a two-year time extension for Tentative Tract Map (TTM)
89-09 Time Extension (TE), hereinafter "Map" submitted by Robert Williams, Applicant, for
the purpose of subdividing 77.09 acres into ten rural residential lots plus open space on
the property located at the western I ~ Del Poniente Road and contiguous with the
north-facing slopes of Twin Peaks in the RR-A and RR-B zones came before the City
Council for public hearing and action on Mamh 23, 1999; and
WHEREAS, the Director of Planning Services has :ted approval of the
Map subject to all conditions set forth in the Planning Services Department report; and
NOW, THEREFORE, the City Council does hereby
follows:
A Negative Declaration with Mitigation Measures was issued for TTM 89-09 on
November 20, 1990. No additional 'y for this time
extension. The City Council finds that the previously issued Negative Declaration
with Mitigation M ~lequately discusses th ! this
project.
The approved project is consistent with the general plan in that minimal
areas of disturbance are being proposed for a project located within the
hillside/ridgeline watershed area.
The tentative tract map is consistent with the Poway General Plan in that
single-family housing is proposed for development.
The design or imp :the tentative tract map' ' :with
all applicable general and specific plans in that the size and configuration of
the ten p the requirements of the RR-B and RR-A zones.

The site is physically suitable for the type of development proposed in that
the property is to be developed in accordance with the City of Poway
standards for rural residential tract maps and the site is located adjacent to
· ;lie-family residential developments to the north and east and will
be completing an established land use pattern.

· physically suitable for the density of the development approved
in that the ten lots created through lot averaging, approved at two acre
minimum and four acres minimum parcels, meet all General Plan, zoning,
and RR-A zoning designations. The RR-A section of the property has an
average slope of 24.8 percent over 56.49 acres (seven lots RR-A) and the
remainder of the project has an average slope of 20.2 percent over 13.46
acres (three lots) and is zoned RR-B.

the steep portions of the site with undisturbed native vegetation have been
preserved in open si: ', :1 the conditions of approval assure
that any impacts associated with the proposed development will be
mitigated.
The tentative tract map is not likely I public health problems
because City water and City approved septic systems will be provided to the
new parcels. Low flow plumbing fixtures will be required throughout future
buildings on the site. Landscaping plans will eventually be prepared with
minimal water consumption and incorporating Iow volume irrigation
techniques for trees and shrubs.
The design of the tentative tract map will not conflict with any easement by
the public at large, now of record, 1' through or use of the property
within the approved subdivision and overhead utilities will be underground

San Diego region has been considered and balanced against the public
service needs of Poway residents and available fiscal and Iai

The design of the subdivision has provided, to the extent feasible, for future

The City Council hereby approves Tentative Tract Map 89-09TE subject to the
following conditions:
Within 30 days of approval, the applicant shall submit in writing that all
conditions of approval have been read and understood.
2. Approval of TTM 89-09TE is based on il :h the conditions
contained in City Council Resolution P-90-87A.

A springtime biological survey is required to update the 1989-90 biological
survey for habitat per the current protocol for California gnatcatchers
surveys, the 1995 Poway Subarea Habitat C Plan and to check
for the host plants for the Quino Checkerspot Butterfly.
The tentative tract map approval shall expire on November 20, 2000. No
further requests for time extensions are possible under the terms of the
Subdivision Ord' :1 the State Subdivision Map Act.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 23rd day of March, 1999.
