Res P-99-31RESOLUTION NO. P- g9-31 A OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 99-07 WHEREAS, Temporary Use Permit 99-07, the Youth Ministry of Christian Life Assembly Chumh, applicant, requests approval to hold a series of events for young people on church property, which will include skateboarding, music, and games both within the east parking lot and within the main sanctuary building for the property located at 14047 Twin Peaks Road; and WHEREAS, on April 20, 1999 the City Council considered the al: item. NOW, THEREFORE, the City Council does here by follows: Pursuant to the preocedures of the City of Poway, implementing the California E Iai Quality Act of 1970, the al: :1 project is categorically exempt, Classes 4(e) and 11(c). That the proposed Jance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. ;il Decision: The City Council hereby approves Temporary Use Permit 99-07 for the following dates: Friday, April 23, May 7, May 21, June ii and June 25, 1999; subject to the following conditions: APPLICANT SHALL CONTACT THE DEPARTMENT OF DEVELOPMENT SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. Th lall be conducted in accordance with the approved plans on file in the Planning Services Department and the condfr :1 herein. 2. Fire and County Sheriffs Departments shall be contacted for appropriate permits and inspections prior to th l of the activity. 3. The notices shall be mailed or hand delivered by April 21, 1999 and include details of the dates and times of th ,,3 with a comprehensive list of activities. Outdoor speakers for the sound system shall be odented away from the Ezra Lane neighborhood. Testing from Ezra Lane shall be conducted at the setup of each event in order to adjust the : t disturbance. N :1 outdoor equipment or event shall be made part of this permit. ':lential properties along Event hours shall be limited to between 7:00 and 10:00 p.m. The skateboard ramps and related materials shall be kept away from adjoining properties and disassembled and stored when not in use for the approved events. APPLICANT SHALL CONTACT THE DEPARTMENT OF SAFETY REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. 2. APPLICANT SHALL CONTACT THE SHERIFF'S DEPARTMENT COMPLIANCE WITH THE FOLLOWING CONDITIONS: 1. SERVICES Any barricades used are to have attendants at all times. Access to both parking lots from Twin Peaks Road is required to be available to emergency vehicle traffic. All booths, canopies and tents are to be tagged with State Fire Marshal approval. All booths or tents having electrical power, using any kind of flammable fuel, or doing any cooking will have a fire extinguisher rated not less than 2A10BC. Maintain Fire Department access to all building fire hydrants. REGARDING The event committee shall have personnel designated at all times and at specific locations to provide liaison with representatives of the City's Fire and Sheriff's Departments.
