A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TTM 89-05TE (FINAL)
ASSESSOR'S PARCEL NUMBERS 321-200-44 & 47
WHEREAS, a request for a final one-year time extension for Tentative Tract Map
89-05, hereinafter "Map" submitted by FAMSTE I I Company, Inc., owners of
Poway Summit Estates, for the purpose of subdividing real property situated at the
northwest corner of Poway Road and Espola Road into 13 single-family lots, came before
the City Council for public hearing and action on May 11, 1999; and
WHEREAS, the Director of Development Services has :led approval of
the Map subject to all conditions set forth in the Development Services Department report;
and
WHEREAS, pursuant to G l code Section 66020(d)(1), NOTICE IS
FURTHER GIVEN that the 90-day period to protest the imposition of any fee, dedication,
reservation, or otb described in this resolution begins on the effective date of
this resolution and any such protest must b that complies with Section 66020.
NOW, THEREFORE, the City Council does hereby
follows:

The site is physically suitable for the density and the type of development
proposed in that the site is a fiat knoll and :late the number of
lots proposed.
The design of the subdivision is not likely t :lverse impacts on the

the area of the property designated for home has been
previously disturbed. Permits for the grading of the site will be issued only
after the project proponent has mitigated impacts to coastal sage scrub
habitat in accordance with the Poway Subarea Habitat C Plan.
The approved tentative tract map is not likely t public health
problems in that City water and sewer systems will be provided to the new
parcels. Low-flow plumbing fixtures will be required throughout future
buildings on the site. Landscaping plans will eventually be prepared with
minimal water consumption and incorporating I irrigation
techniques for trees and shrubs as well as fire prevention techniques.
The design of the tentative tract map will not conflict with any easement by
the public at large, now of record, 1' through or use of the property
within the proposed subdivision.
The City Council hereby approves Tentative Tract Map 89-05TE subject to the
following conditions:
Within 30 days of approval the applicant shall submit in writing that all
conditions of approval have been read and understood.
Approval of TTM 89-05TE is based on il lh the conditions
contained in City Council Resolutions P-91-27, P-93-20, the mitigation
requirements contained within the Poway Subarea Habitat Conservation
Plan and appropriate mitigation for the loss of Quino Checkerspot Butterfly
habitat required by the U.S. Fish and Wildlife Service should the species be
found within the development area of the property.

The I 3 approval shall expire on April 30, 2000 if a final map has
not been recorded by that date.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 11th day of May, 1999.
