A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING HILLSlDE/RIDGELINE MINOR DEVELOPMENT REVIEW 99-45
ASSESSOR'S PARCEL NUMBER 321-370-08
WHEREAS, Hillside/Ridgeline Minor Development Review 99-45, submitted by
Don Mechling, applicant, requests approval to construct a 3,600 square foot, two-story
home on the vacant property located on Lot 8 of Millards Ranch on Cedar Ridge Court,
within the Rural Residential A zone; and
WHEREAS, pursuant to G l Code Section 66020(d)(1), NOTICE IS
FURTHER GIVEN that the 90-day period to protest the imposition of any fee, dedication,
reservation, or otb described in this resolution begins on the effective date of
this resolution and any such protest must It that complies with Section 66020;
and
WHEREAS, on June 22, 1999, the City Council held a hearing to solicit
from the public, both pro and con, relative to this application.
NOW, THEREFORE, the City Council does hereby
follows:
The project is found to be Categorically Exempt Class 3, under the provisions of the
California E Quality Act in that it is the development of a residence and an
accessory structure.

The City finds that in accordance with the Poway Habitat C Plan the
required findings for approval of the mitigation for the removal of natural habitat are
as follows:
The mitigation ' ' ' : with and furthers the implementing objectives of
the Poway Habitat Conservation Plan in that the developer is required to
mitig :1 habitat at a 2:1 ratio through :[-site dedication
of undisturbed and unencumbered habitat, and/or payment of a mitigation

The mitigation habitat shall be located in the Mitigation Area to enhance the
long-term viability and function of the preserve system.

proposed on-site or off-site conservation area is required to be within an

fee which will go towards the purchase of like habitat within an identified

implementation of the Poway Habitat C Plan.

construction of a single family residence on property that is designated for
residential use.
That the approved project will not have an adverse aesthetic, health, safety or
architecturally related impact upon adjoining properties, in that the residence is
compatible with existing homes in the area and the grading has been designed to

That the approved development is in compliance with the Zoning and Grading
Ordinance, in that it complies with the property development standards of the RR-A
zone.
That the approved development encourages the ordedy and h

be submitted to the Fire Prevention Bureau for approval prior to installation. (If a one-
inch lateral offthe street main is currently not present, one will have to be installed).
