A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
RESCINDING RESOLUTION NO. P-99-17 AND
APPROVING TENTATIVE PARCEL MAP 98-14 REVISED
ASSESSOR'S PARCEL NUMBER APN: 321-111-02; 322-011-03
WHEREAS, Tentative Pamel Map 98-14, hereinafter referred to as "Map", submitted
by Zip Lucidi, Applicant, for the purpose of subdividing the real property situated in the City
of Poway, County of San Diego, State of California, described as a portion of the west half
of Section 3 and the south half of Section 4, Township 14 South, Range 1 West, San
Bernardino Base and Meridian, City of Poway, County of San Diego. The 190-acre parcel
is proposed to be subdivided into four parcels of 20 to 80 acres in size and a remainder
parcel of 30 acres on the northwest corner of Highway 67 and Poway Road within the
Rural Residential A zone.
WHEREAS, on August 3, 1999 the City Council held a hearing on the above-
~ item.
WHEREAS, pursuant to (3 I Code Section 66020 (d)(1), NOTICE IS
FURTHER GIVEN that the 90-day period to protest the imposition of any fee, dedication,
reservation, or otb described in this resolution begins on th date of
this resolution and any such protest must I: that complies with Section 66020.
NOW, THEREFORE, the City Council does hereby

The City Council issued a Negative C ih Mitigation Measures (indicating
no significant adverse impacts anticipated due to the addition of
special requirements to the project) for TPM 98-14 on March 2, 1999. No further

The property falls within the Poway Subarea Habitat Conservation Plan (PSHCP)
preserve area. Mitigation for the removal of coastal sage scrub and/or chaparral

A grading/improvement plan for the proposed :1, prepared on a standard
sheet of mylar, shall be submitted to the City's Development Services Department,
Engineering Division, for review and approval prior to issuance of a
grading/ permit, and start of construction. The plans shall show the
profile of the roadway.
A soils report for all areas affected by the grading shall be prepared and submitted
with the plans.
Erosion control shall be implemented during the grading/construction
operations. A plan shall be prepared by the project civil engineer
and submitted as part of the grading or improvement plan. The applicant shall make
provisions to insure the proper of all erosion control devices
throughout their intended life.
Each parcel shall be provided with its own separate water well and sewage septic
system. Leach field layout, or seepage pit layout for the future resid 3e
disposal system on each parcel shall be submitted to the City's Development
Services Department, Engineering Division, for review and approval prior to
obtaining a septic system installation permit from the County of San Diego
Department of Health. If a septic system installation permit had been obtained
without a City approval layout, one shall be submitted prior to the installation of
leach lines.
A right-of-way permit shall be obtained from the City's Development Services
Department, Engineering Division, for any work within the public right-of-way or
any City-held easement. Said work shall include th :the approach

The parcel map shall conform to City standards and procedures, the City
Subdivision Ordinance, the Subdivision Map Act, and the Land Surveyor's Act.
The developer shall make an irrevocable offer of dedication for an additional twelve
(12) feet of road easement along Poway Road over parcels 3 and 4. Th
driveway approach for parcels 3 and 4 shall be designed as an alley apron type
entrance per Regional Standard Drawing G-17, with ten foot minimum radii. The
driveway and the access road shall be completed prior to the certificate of
occupancy for either parcel.

construction and maintenance agreement shall be executed by the applicants for

Construct a ten-foot trail (but no fencing) on the west side of Mino de Om
contiguous to the mad. Grade and compact a ten-foot trail (entire length of road
frontage) adjacent to Highway 67. Fencing on this portion of the project will be
required.

A 100' x 100' staging area at the southwest comer of parcel two on Highway 67 will
be constructed along with a road from the entrance to this new location. The
staging area will be built to the Ellie Lane standards which include a Class II base
and trail fencing. These imp will need to be bonded and tied to
completion of the road imp for Poway Road with respect to the left and
right turn lanes that must be added to bring access to the parcels.

As the parcels develop on Highway 67, we will require that each parcel construct
trail fencing on their Highway 67 frontage.
