P- 99-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING HILLSIDE/RIDGELINE MINOR DEVELOPMENT REVIEW 99-70 ASSESSOR'S PARCEL NUMBER 321-180-87 WHEREAS, Hillside/Ridgeline Minor Development Review 99-70, submitted by Gary & Terese Ghio, Applicants, request approval to construct a 5,210 square-foot, 32- foot high, two-story house with a 1,200 square-foot garage and a 960 square-foot, 22-foot high barn on 1.7 acres at 14130 Tierra Bonita Road (west side at the ' with Donart Drive) within the RR-C zone. WHEREAS, pursuant to G ~ Code Section 66020(d)(1), NOTICE IS FURTHER GIVEN that the 90-day period to protest the imposition of any fee, dedication, :her exaction described in this resolution begins on the effective date of this resolution and any such protest must be in a manner that complies with Section 66020; and WHEREAS, on August 17, 1999, the City Council held a hearing to solicit from the public, both pro and con, relative to this application. The City Council hereby approves Minor Development Review 99-70 subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF DEVELOPMENT SERVICES, PLANNING DIVISION. = Sites shall be developed in accordance with the approved site plans on file in the Development Services Department, Planning Division and the condil' herein. Revised site plans and building elevar )orating all conditions of approval shall be submitted to the Development Services Department prior to ' building permits. Approval of this request shall not 31iance with all f the Zoning Ord' :1 all other applicable City Ord ~[ect at the time of building permit issuance. Muted colors shall be used for extedor building elevations for the house, garage, and barn. Prior to any use of the project site or b .y being :1 thereof, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Development Services. Resolution No. P- 99-60 Page 3 Planting on the slope behind the house and on the sides of the driveway shall be designed and installed so t th .~etation will be in compliance with adopted City landscape guidelines. The installation of slope planting and irrigation shall be completed prior to building occupancy. If additional Coastal Sage Scrub vegetation is to be removed, on-site dedication of Coastal Sage Scrub shall be accomplished in accordance with the conditions contained in the approval of Tentative Parcel Map 93-01 prior to building permit issuance. 7. COMPLIANCE WITH THE FOLLOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF DEVELOPMENT SERVICES, ENGINEERING DIVISION. A) Compliance with the following condil' quired prior t F the grading permit: A grading plan by a registered Civil Engineer for the development of the property shall be submitted to the City's Development Services Department - Engineering Division for review and approval. Approved numbers or addresses shall be placed on the building in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. The address will be required at all private driveway entrances. 34. Each chimney used in conjunction with any fireplace shall be maintained with a spark arrester. 35.
